HomeMy WebLinkAbout05-08-2006 - MinutesMEDINA CITY COUNCIL REGULAR MEETING MINUTES May 8, 2006 Medina City Hall TOO pm 501 Evergreen Point Road EXECUTIVE SESSION The City Council met in Executive Session prior to commencement of the Regular Meeting for the purpose of labor negotiations per RCW 42.30.100. The session began at 6:15 pm and adjourned at 7:00 pm. All city council members, city labor attorney Scott Snyder, and city manager Doug Schulze were present. CALL TO ORDER Miles Adam called the May 8, 2006, Medina City Council Regular Meeting to order at 7:08 pm. ROLL CALL Present: Miles Adam, Lucius Biglow, Drew Blazey, James Lawrence, 0 Katie Phelps, Robert Rudolph, and Pete Vall-Spinosa City Staff Present: Douglas Schulze, City Manager, Wayne Tanaka, City Attorney, Ogden Murphy Wallace; Jeff Chen, Chief of Police; Joseph Gellings, Director of Development Services; Joe Willis, Director of Public Works, and Rachel Baker, Administrative Assistant MEETING AGENDA The meeting agenda was approved by council consent. ANNOUNCEMENTS Council (7:09 pm) Mayor announced he and the city manager attended several State Route 520 meetings recently; the final meeting included Governor Gregoire, her staff and Medina's legislative representatives. Adam said the environmental impact statement is expected to be released early to mid June, and copies would be available at City Hall. Adam thanked the BATMEN, a group of third -grade Medina Elementary School boys, for • their participation with Medina's Arbor Day celebration and for the donation of a tree to the city. Adam stated the Eastside Transportation Partnership small cities representatives are elected by Points community mayors at year end, and the 2006 representatives are • George Martin from Clyde Hill, and Dave Cooper from Yarrow Point. He further stated Medina participates with the technical committee only if projects include Points communities; Joe Willis would be the representative for the technical committee, if 0 necessary. Staff (7:13 pm) Schulze provided an update regarding solid waste rates, commenting that the Washington State Utilities and Transportation Commission reviews proposals for solid waste rate increases for the city of Medina and that Clyde Hill has a utility commission which reviews rates and grants customer price index increases annually at the administrative level. Schulze stated traffic counts were taken at Northeast 12th Street and 84t" Avenue Northeast for a two -week period, one while St. Thomas School was on spring break and the second after school was back in session; staff will compile the information and generate a report for review. CONSENT AGENDA MOTION BIGLOW AND SECOND BLAZEY TO APPROVE, CONSENT AGENDA ITEMS: • April 10, 2006 Council Meeting Minutes • April 2006 Checks/Finance Officer's Report MOTION PASSED 7-0, 7:18 PM: AUDIENCE PARTICIPATION Mayor opened the floor to audience participation for non -agenda items. Gerry Zyfers, 7640 Northeast Eighth Street, Medina (7:19 pm) Mr. Zyfers said that he was not in favor of the three alternatives proposed for sidewalk installation at Northeast Eighth Street; but indicated he would prefer a gravel path. He added that he gathered documentation from the department of transportation and urban landscapers regarding making a gravel path ADA compliant and insisted the three proposed options would not maintain Medina's design objectives, and transportation, landscaping, or undergrounding utilities goals. REPORTS 0 Police Department (7:24 pm) Schulze remarked he would follow up on questions while Chief Chen was on vacation. City Council Minutes May 8, 2006 Page 2 • Blazey inquired about the portable radar device which displays drivers' speed and requested it be placed on Overlake Drive near 84th Avenue Northeast, between the school and Viewpoint Park. Development Services (7:26 pm) Gellings said there was not a report this month, but would take questions from council. Public Works Department (7:27 pm) Willis reported concepts for the sidewalk proposal were presented to residents in order to generate citizen feedback and he anticipated project completion before school begins in the fall. Willis said neighbors along the project corridor preferred a pathway that would not encroach into their landscaping. Willis described the current proposed school cueing and parking areas and Adam remarked that he would like to see Medina Elementary School's traffic plan at the June 12th meeting. Council inquired if the Bellevue School District would participate in the cost for sidewalk improvements. Willis summarized report on a speed sign for 83rd Avenue Northeast and councilmembers discussed sign option further. Biglow objected to installation, and Adam recommended Willis pursue new sign installation option as presented in report. • Park Board (7:50 pm) Park Board Chair Karen Sparks summarized the board's April meeting and explained how the motion to pursue the replacement of two docks at Medina Beach came about. City Manager (7:53 pm) Schulze requested council forward questions, concerns and areas of clarification to him prior to preparation of the June 12th meeting packet in order to gather information and prepare for discussion of the Medina Beach Park project. Councilmembers offered opinions and information requests. Schulze confirmed Willis received an extension regarding the beach park construction window, but the permits would need to be reviewed in order to provide exact dates. OTHER BUSINESS Permit Process Improvement Action Plan (8:13 pm) Gellings summarized the process which led to action plan obtainment. Adam opened floor to audience participation. • Paul Saad, 7644 Northeast Eighth Street, Medina (8:19 pm) Mr. Saad said he participated in the focus group and complimented staff for their work in this area and that he was glad to see progress in order to move forward. He added that City Council Minutes May 8, 2006 Page 3 the permit process could be modified and streamlined to become more effective and efficient in order to accomplish goals and eliminate paperwork. Mark Nelson, 1233 Evergreen Point Road, Medina (8:23 pm) Mr. Nelson participated as both a citizen and architect and encouraged council to consider recommendations in order to improve the permit process. Jim Frank, 1028 — 84th Avenue Northeast, Medina (8:24 pm) Mr. Frank said that as a new member of the planning commission and as a resident currently involved in the permit process, permitting should be simpler and friendlier. Audience participation closed. Gellings summarized and ranked policy goals as outlined in report. Schulze offered that his goal for administrative changes would be close to 100 percent implementation by the end of the year and Adam stated council should make a commitment to completing policy items and projected a goal for completion by November 301h of this year. Schulze and Gellings answered council's inquiries regarding report. 84Ih Avenue Tree Removal and Replacement Plan (9:03 pm) Willis summarized both status report and the two tree varieties arborists recommended for planting. He stated he received nursery commitments that trees would be available for fall planting and discussion followed. Adam opened floor to public comment. Mark Nelson, 1233 Evergreen Point Road, Medina (9:27 pm) Mr. Nelson represented St. Thomas Church and stated they are interested in the topic and would like to be involved and remain informed on the subject. He urged the city to review arborist report prior to council vote and said he was told the two recommended trees would not be suitable for planting at that location and suggested requesting a variance to replant poplars. Floor closed to public comment. Schulze recalled report referenced during public comment and remarked the trees were • confirmed suitable in that report for the site, and conveyed a variance would not be allowed under the tree code. MOTION VALL-SPINOSA AND SECOND RUDOLPH TO PROCEED WITH STAFF RECOMMENDATION, TO WORK WITH OVERLAKE GOLF AND COUNTRY CLUB AND CONTRACTOR, TO SCHEDULE CORE WORK FOR FALL, AND TO DETERMINE WHAT TREES AND HOW MANY TO INSTALL AFTER CORE WORK COMPLETED; MOTION PASSED 4-3 (BIGLOW, PHELPS AND LAWRENCE OPPOSED), 9:38 PM. Planning Commission Position Vacancy (9:39 pm) Due to scheduling conflicts, the mayor conveyed he was unable to interview all applicants that applied for planning commission vacancies prior to the meeting, but would provide recommendations for positions three and seven in June. Lawrence recommended, beginning in 2008, the council as a whole become involved in the selection process for advisory positions. Council Agenda Calendar (9:42 pm) Council discussed agenda calendar. EXECUTIVE SESSION MOTION BIGLOW AND SECOND VALL-SPINOSA TO RECESS INTO EXECUTIVE SESSION FOR THE PURPOSE OF DISCUSSION OF A PERSONNEL MATTER, PER RCW 42.30.100, MOTION PASSED 7-0, 9:51 PM. Council estimated the recess into Executive Session would last five minutes and no action was anticipated.
