HomeMy WebLinkAbout05-22-2006 - MinutesMEDINA CITY COUNCIL STUDY SESSION MEETING MINUTES May 22, 2006 Medina City Hall 7:15 pm 501 Evergreen Point Road EXECUTIVE SESSION The City Council met in Executive Session prior to commencement of the regular meeting for the purpose of labor negotiations per RCW 42.30.110. The session began at 6:15 pm and adjourned at 7:15 pm. All city council members, city labor attorney Scott Snyder, and city manager Doug Schulze were present. CALL TO ORDER Mayor Miles Adam called the May 22, 2006 City Council Study Session to order at 7:21 pm. ROLL CALL Present: Miles Adam, Lucius Biglow, Drew Blazey, James Lawrence, • Katie Phelps, Robert Rudolph and Pete Vall-Spinosa City Staff Present: Douglas Schulze, City Manager; Wayne Tanaka, City Attorney, Ogden Murphy Wallace; Corporal Dan Yourkoski, Police Department; Joe Willis, Director of Public Works; Joseph Gellings, Director of Development Services; and Rachel Baker, Administrative Assistant ANNOUNCEMENTS Schulze announced: • City Hall would be closed Monday, May 29th in observance of Memorial Day • Community build day to install playground equipment in Medina Park will be scheduled for June 10th and 11 th; an announcement will be placed in the June newsletter and volunteers will be needed. A representative from the equipment company will supervise to ensure equipment installed according to specifications and public works staff would be present to assist with work. Mayor announced the tree preservation ordinance item would be moved to first position on agenda due to interest after informal poll of audience. DISCUSSION • Tree Preservation Ordinance (7:26 pm) Gellings summarized report and mayor opened floor to audience participation. 0 Kristo Zorkin, 2201 Evergreen Point Road, Medina (7:30 pm) Mr. Zorkin expressed that he bought and developed his property 14 years ago in Medina Heights and is currently amid the development of a new home on that property. He stated he would like to remove a number of the 60 trees planted there 14 years ago due to development, but will be required to mitigate for removal and could foresee the need to eventually remove some trees in order to allow plantings to grow and survive. Mr. Zorkin conveyed he understands the intent of ordinance, but thinks it has been taken too far. Jim Frank, 1028 — 84"' Avenue Northeast, Medina (7:35 pm) Mr. Frank remarked he recently received building permits in Medina and suggested that when permit approval recommends tree removal, mitigation not be required for such trees and additionally recommended there be a legal document allowing the requirement of a landscaping plan to follow construction in order to better identify landscaping needs and design of property. Rod Bindon, 8424 Northeast Sixth, Medina (7:40 pm) Mr. Benden stated he has been a Medina resident since1950 and described the views • and sunlight from his earlier years as a resident. Mr. Bindon expressed his belief that the current tree code is onerous and burdensome to residents and urged the council to take a realistic and balanced approach to tree legislation, while taking into account the large number of view properties and needs for sunlight and open space, while concurrently preserving trees. Paul Saad, 7644 Northeast Eighth Street, Medina (7:45 pm) Mr. Saad read from Ordinance 575 and referred to regulations and mitigation requirements specified in the Hunts Point municipal code dated June 28, 2004. Mr. Saad suggested council look at Medina's 1994 tree preservation code and consider use of old ordinance for requirements of public areas and owner rights, and to allow mitigation replacement on a one to one ratio. Mr. Saad expressed that trees have become more important than views and sunlight. Mark Nelson, 1233 Evergreen Point Road, Medina (7:53 pm) Mr. Nelson agreed with statements provided by Mr. Frank, Mr. Zorkin and Mr. Saad and supported the idea of a one for one replacement ratio. Mr. Nelson said he like trees in Medina, but the current code is onerous and expensive for property owners and urged the council to reconsider mitigation requirements. • Adam closed floor to audience participation, 7:55 pm. Discussion followed and councilmembers provided their interest statements to staff. Mayor called for a break at 8:47 pm and called the meeting back to order at 8:54 pm. City Council Minutes May 22, 2006 Page 2 0 • City Hall Addition/Alteration (8:54 pm) Schulze introduced item and requested council authorization to hire an architect to further develop design and construction documents for proposed minimal addition/alteration to north side of City Hall. He conveyed the current budget includes funds for necessary repairs to the building; however a thorough analysis will need to be completed by consultant and structural engineer. Schulze answered council inquires and councilmembers stated their positions regarding matter. Council concluded staff could pursue plan for inclusion in construction improvement plan proposal, but limited it to not exceed two -stories, a 25-foot footprint, and $550,000 in costs. Surveillance Camera Analysis (9:17 pm) Corporal Dan Yourkoski represented the police department since Chief Chen was attending the Washington State Sheriffs and Police Chiefs Association conference in Spokane. Schulze conveyed the conceptual level report was provided as a follow up to council's request regarding surveillance cameras and that it included information per discussions with vendors and subject matter experts. Schulze said staff was not stating a recommendation, as there was not enough information available, but rather asking for council direction prior to pursuing subject further. Council discussion followed. MOTION BLAZEY AND SECOND BIGLOW TO SUSPEND FURTHER RESEARCH ON SECURITY CAMERAS, MOTION PASSED 4-3, (LAWRENCE, RUDOLPH AND VALL- SPINOSA OPPOSED) 9:47 PM. Council Agenda Calendar (9:48 pm) Council agenda calendar discussed. Biglow left meeting at 10:06 pm.
