MEDINA CITY COUNCIL
SPECIAL MEETING MINUTES

CALL TO ORDER
Bret Jordan called the October 25, 2010 Special Meeting of the Medina City Council
to order at 6:35 pm.
ROLL CALL
Council Members Present: Patrick Boyd, Doug Dicharry, Bret Jordan, Janie Lee, Mark
Nelson, and Shawn Whitney
Council Members Present: Katie Phelps (excused)
City Staff Present: Donna Hanson, City Manager; Nancy Adams, Finance
Director; Jeff Chen, Police Chief; Joe Willis, Public Works
Director; Robert Grumbach, Development Services
Director; and Rachel Baker, City Clerk
MOTION DICHARRY AND SECOND WHITNEY TO EXCUSE COUNCIL MEMBER
PHELPS’ ABSENCE. MOTION CARRIED 6-0 AT 6:37 PM.
DISCUSSION
Medina City Hall Expansion & Renovation Project Report (6:37 pm)
Dave Clark, construction manager/owner’s representative, provided a brief overview of his
responsibility and level of interaction and involvement with project’s architect, contractor and
subcontractors. Mr. Clark conveyed his commitment to maintaining project schedule and
budget. He responded to council questions. Mr. Clark informed council of an impending
change order on project and asked council’s preference regarding communication of future
change orders. Mayor advised to err on the side of being over-communicative as visibility is
important to council.
Discussion and Scheduling of Medina City Hall Expansion and Renovation Project
Ground Breaking Ceremony (6:59 pm)
A ribbon cutting ceremony will be held Monday, November 8, 2010, at 6:00 pm at Medina City
Hall, 501 Evergreen Point Road, Medina, just prior to the regular meeting of the Medina City
Council.

Discussion Concerning Draft 2011 Preliminary Budget (7:03 pm)
City manager summarized steps taken for preparation of current draft document.
Council member Whitney asked for ARCH contribution comparables and to see
current agreement. Directors discussed impacts of position reductions for their
departments and responded to council questions. Council member Nelson
commented it would be interesting to know how other Points communities perform
information technology functions. Furlough options for non-police employees
discussed. Council members inquired what wireless revenues might be for the city.
Council members stated positions regarding information presented in relation to
expenditure reductions.
Mayor summarized there was no consensus for staff reductions or furloughs and to fill
in gap with approximately $350,000 in taxes and the remainder from reserves.

MOTION DICHARRY AND SECOND NELSON TO ADJOURN THE OCTOBER 25,
2010 SPECIAL MEETING AND MOTION CARRIED 6-0 AT 8:55 PM.
The October 25, 2010 Special Meeting of the Medina City Council adjourned at 8:55 pm.
The Medina City Council will hold its next Regular Meeting Monday, November 8, 2010, at
6:30 pm. The meeting will be held at Bellevue Christian School, Three Points Elementary,
Multi-Purpose Room, 7800 NE 28 St, Medina.
