HomeMy WebLinkAbout07-25-2011 - Minutes MEDINA CITY COUNCIL SPECIAL MEETING MINUTES St. Thomas School, Commons Room 8300 Northeast 12 Street, Medina Monday, July 25, 2011; 6:30 pm CALL TO ORDER Mayor Bret Jordan called the July 25, 2011 Special Meeting of the Medina City Council to order at 6:36 pm. ROLL CALL Council Members Present: Doug Dicharry, Bret Jordan, Katie Phelps, Janie Lee, and Mark Nelson Council Members Absent: Patrick Boyd (excused) and Shawn Whitney (excused) City Staff Present: Donna Hanson, City Manager; Dan Yourkoski, Acting Police Chief; Robert Grumbach, Development Services Director; Joe Willis, Public Works Director; Nancy, Adams, Finance Director; and Rachel Baker, City Clerk Motion Nelson and second Phelps to excuse absences of council members Boyd and Whitney and motion carried 5-0 at 6:37 pm. DISCUSSION City Entrance Signs & Gateway/Lake Washington Boulevard (6:37 pm) Joe Willis provided a summary of project and Colie Hough-Beck from HBB Landscape Architecture initiated discussion related to City gateway signage design. Council agreed to refer matter to the Medina Park Board in order for the body to formulate a recommendation to the council. Direction from council for character of City signage included: monument-like, sustainable, created from natural materials, and to be able to maintain consistency with other entry signs for replication throughout City. 2012 Budget Discussion (7:02 pm) Finance director and city manager provided an overview of 2011 and preview of 2012 annual budgets. Staff and council members discussed draft financial policies with attention focused toward fund reserves, purchasing and reporting, petty cash process, and debt and investment policies. Following discussion it was determined finance committee will revisit reporting and budget monitoring portion of policy, a proposed ordinance revising petty cash balance may move to August consent agenda, an executive session for purpose of labor negotiations may be scheduled outside of August regular meeting if necessary, and a revised policy draft will be provided to council at a future meeting. City Council Minutes Page 2 July 25, 2011 Council members briefly discussed revenue streams, 2011 and 2012 budgets, and requested a footnote on budget calendar to explain why dates remain tentative and a definition of the purpose of the August public hearing published on the City’s website to educate members of the public. Council favored direct input from planning commission and park board for 2012 budget requests. Public Comment Placement on City Council Agenda (8:14 pm) City manager summarized citizen request. Following dialogue council decided to begin holding a ten-minute “open mic” period for public comment following completion of agenda items beginning August 8 for a three month period and specified the ten-minute period may be extended upon motion of the council. Discussion Regarding Professional Services Contract for Legal Services (8:29 pm) Council member Lee detailed why she requested agenda item and voiced she wanted to go on record that she “...does have a concern that engaging the current attorney puts more pressure on the council in terms of their judgment and due diligence in terms of engaging an attorney when we can hire any attorney that we possibly can…” Council member Lee requested to receive a written copy of the Washington Cities Insurance Authority indemnification coverage extended to council members no later than next Tuesday and the city manager conveyed that it would be provided to all council members as requested. ADJOURNMENT MOTION PHELPS AND SECOND DICHARRY TO ADJOURN THE JULY 25, 2011, SPECIAL MEETING OF THE MEDINA CITY COUNCIL AND MOTION CARRIED 5-0 (BOYD AND WHITNEY ABSENT) AT 8:44 PM. The July 25, 2011, Special Meeting of the Medina City Council adjourned at 8:44 pm. The Medina City Council will hold a special meeting Monday, August 8, 2011, at 5:00 pm and its next regular meeting Monday, August 8, 2011, at 6:30 pm.
