CALL TO ORDER
Mayor Luis called the April 22, 2013 Special Meeting of the Medina City Council to order at
6:31 pm.
ROLL CALL
Council Members Present: Jay Decker, Doug Dicharry, Michael Luis, and Katie Phelps
Council Members Absent: Patrick Boyd (excused), David Lee (excused) and Janie Lee
(excused)
City Staff Present: Donna Hanson, City Manager; Robert Grumbach, Development
Services Director; and Rachel Baker, City Clerk
Mayor excused absent council members.
DISCUSSION
Park Board and Planning Commission Membership and Quorums (6:32 pm)
Grumbach defined pros and cons of redefining membership and quorum designation of
volunteer boards and commissions. Mayor suggested a proposed ordinance be
considered by the council during its next regular meeting.
Shoreline Master Program (6:46 pm)
Grumbach outlined comments and recommend changes. He noted a hearing is scheduled
to be held with the planning commission tomorrow evening.
Zoning Master Plan (7:23 pm)
Grumbach described comments, recommended changes, and public participation process.
He noted the planning commission recommendation will be provided to council at a future
date and council can set a public hearing date at that time.

MOTION DICHARRY AND SECOND DECKER TO ADJOURN THE APRIL 22, 2013 SPECIAL MEETING OF THE MEDINA CITY COUNCIL AND MOTION CARRIED 4-0
(BOYD, D. LEE AND J. LEE ABSENT) AT 8:10 PM.
The April 22, 2013 Special Meeting of the Medina City Council adjourned 8:10 pm.
The Medina City Council will hold its next meeting on Monday, May 13, 2013, at 6:30 pm
in the Council Chambers at Medina City Hall, 501 Evergreen Point Road, Medina.
