MINUTES
1. REGULAR MEETING - CALL TO ORDER / ROLL CALL
Mayor Rossman called the regular meeting to order at 4:00 p.m. via MS Teams.
City Council Present via MS Teams:
Adkins, Frey, Garone (out at 5:50 p.m.), Gokul, Morcos (out at 6:13 p.m.), Zook, and Mayor Rossman
Council Members Absent: None
Staff Present via MS Teams: Sauerwein, Missall, Wilcox, Osada, Burns, Ketter, Scherf, Nations, Keyser and Kellerman
Council moved into executive session at 4:02 p.m. for an estimated time of one hour.
Council Member Zook recused himself from the executive session.
2. EXECUTIVE SESSION - 4:00 PM - 5:00 PM

To discuss with legal counsel representing the agency matters relating to agency enforcement actions, or to discuss with legal counsel representing the agency litigation or potential litigation to which the agency, the governing body, or a member acting in an official capacity is, or is likely to become, a party, when public knowledge regarding the discussion is likely to result in an adverse legal or financial consequence to the agency.
ACTION: No action was taken following executive session.
3. APPROVAL OF MEETING AGENDA
ACTION: By consensus, the meeting agenda was approved.
4. PUBLIC COMMENT PERIOD
There were no contemporaneous public comments at the meeting. City Clerk Aimee Kellerman read 13 public comments into the record:
• Rebecca Johnston regarding increased use of Fairweather Park, the lid area and surrounding roadways in Medina by bicyclists using the 520 trail.
• Kirsten Schubring regarding issues the bike traffic has created in our city, such
as cyclists traveling at high speed, cyclists failure to follow traffic laws and cyclists relieving themselves in public or in our parks.
• Kanan Lathia wrote in favor of increased police patrols on Evergreen Point Road and inside the parking lot of Fairweather Park, adding additional signage and safety enhancements and not in favor of portable toilets.
• Shayna Lathia wrote in favor of police patrols at the lid, Fairweather, and Northpoint. She was not in favor of portable toilets.
• David Langworthy wrote in favor of increased patrols and enforcement of the existing safety measures on the lid.
• Penny Martin wrote in favor of having extra police patrols in the Northpoint during busy times with bikes and better signs regarding the Lid and Evergreen Point
Road. She was not in favor of portable toilets.
• Collette McMullen in favor of increased police presence at the lid and Fairweather Nature Preserve. She was not in favor of portable toilets.
• Sarah Doud wrote in favor of enhanced police patrol around the 520 lid, bike path, and Fairweather Park, as well as safety enhancements around the crosswalk for the bike path.
• Laurel Preston wrote in opposition to install a porta-potty near the 520 bicycle-pedestrian trail.
• Allison Frey wrote in support for increased patrols and more clarity around traffic markings around the bike path/entrance to Fairweather. She is not in favor of adding portable toilets.
• Jennifer Gulrajani wrote in favor of increased police patrols in and around Fairweather Park, the lid, and the park and ride lot. She is not in favor of adding portable toilets.
• Betsy Johnson wrote in support of increased police patrols and safety enhancements in Fairweather, the bike trail entrance and the lid. She is not in favor of adding portable toilets.
• Sarah Oeltjen wrote in favor of increased police visibility on the lid/near bike pat and the parking lot on busy/sunny weekends. She also wrote in favor of having a temporary port-a-potty installed up on the bike trail or near the park n ride; however, she is not in favor of a port-a-potty in Fairweather Park.

Medina Police Chief Stephen Burns gave a brief update on COVID-19 (Coronavirus).

9.1 State Route 520 Impacts on Fairweather Park (Continued from May 18, 2020)
Recommendation: Discussion and possible action.
Staff Contact: Michael Sauerwein, City Manager
City Manager Michael Sauerwein provided an update on State Route 520 Impacts on Fairweather Park. City staff recommended that an off-duty Medina Police Officer/Sergeant patrol the 520 Lid, Fairweather Park, and Fairweather Nature Preserve
eight hours a day on Friday, Saturday, and Sunday from May 29, 2020 through September 6, 2020 (Labor Day weekend).
Council discussed and asked questions and staff responded.
ACTION: Motion Adkins with respect to the current Fairweather motion as amended, I move to substitute references to porta-potties at Fairweather Park with references to enhanced police patrol in the general Fairweather area, so that the substituted
resolution would read, “As recommended by City staff, engage off-duty Medina Police Officers/Sergeant to patrol the general Fairweather area on both sides (including the 520 Lid, Fairweather Park, and Fairweather Nature Preserve, outlook areas, etc.) on Fridays, Saturdays, and Sundays, beginning May 29, 2020 through September 6, 2020 (Labor Day Weekend), and develop metrics for evaluating impacts of same, with the locations, dates and times of patrol subject to adjustment by Police Chief Burns in his professional discretion and allocate up to $40,000.00 for this effort.” This was seconded by Frey and carried by a 6:0 (Garone offline) vote.
