REGULAR MEETING - CALL TO ORDER / ROLL CALL Mayor Rossman called the regular meeting to order at 4:00 p.m. City Council Present via MS Teams: Adkins, Frey, Garone, Gokul, Morcos (in at 4:41 p.m.) Zook, and Mayor Rossman Council Members Absent: Garone Staff Present via MS Teams: Sauerwein, Missall, Burns, Wilcox, Nations, Osada, Ketter, Keyser, and Kellerman 2. APPROVAL OF MEETING AGENDA ACTION: By consensus, Council approved the meeting agenda as presented. 3. PUBLIC COMMENT PERIOD Mayor Rossman opened the public comment period at 4:02 p.m. The City Clerk read one comment into the record. • Charles Stevens regarding gas leaf blowers Mayor Rossman closed the public comment period. 4. PRESENTATIONS 4.1 State Representative Vandana Slatter, State Representative Amy Walen, and State Senator Patty Kuderer will address the Council. State Representative Vandana Slatter and State Senator Patty Kuderer answered questions from Council. State Representative Amy Walen was not in attendance. Council asked what is on the floor at the State level that might impact Medina. Senator Patty Kuderer responded that the SR 520 sound mitigation study is before them. Representative Slatter commented that WSDOT requested from the Governor’s office that the contract be released to move forward. Senator Kuderer responded to questions regarding access to technology and internet for students learning at home. 4.2 Reports and announcements from Park Board, Planning Commission, Emergency Preparedness, and City Council. Planning Commission Chair Laurel Preston thanked Council for the joint meeting and will be bringing Council a progress report to Council at their November meeting. Police Chief Burns reported back on the last Emergency Preparedness meeting. There is an upcoming Great Washington Shakeout drill on October 15 at 10:15 a.m. with the theme being: Drop, Cover, and Hold On! 5. CONSENT AGENDA ACTION: Motion Adkins second Gokul and carried by a 5:0 (Garone and Morcos absent) vote; Council approved the Consent Agenda. 5.1 September 2020, Check Register Recommendation: Approve. Staff Contact: Julie Ketter, Finance Director 5.2 Approved Park Board Minutes of August 17, 2020. Recommendation: Receive and file. Staff Contact: Dawn Nations, Deputy City Clerk 5.3 Approved Planning Commission Meeting Minutes of July 21, 2020. Recommendation: Receive and file. Staff Contact: Amber Taylor, Development Services Coordinator 5.4 Ordinance Amending Medina Municipal Code regarding Tennis Courts Recommendation: Adopt Ordinance No. 988. Staff Contact: Michael Sauerwein, City Manager, Emily Miner, Assistant City Attorney 6. LEGISLATIVE HEARING None. 7. PUBLIC HEARING 7.1 Preliminary 2021 Budget Recommendation: Discussion item and direction. Staff Contact: Julie Ketter, Finance Director Mayor Rossman gave a brief opening statement on the 2021 Preliminary Budget and opened the public hearing. Finance Director Julie Ketter gave a brief overview of the proposed budget since the last budget study session. Mayor Rossman opened the public hearing. There were no speakers. Public Hearing was closed. ACTION: Discussion item only; no action taken. 8. CITY BUSINESS 8.1 Street Vacation 101 (Preparation for Upland Road Vacation Request) Recommendation: Discussion item and direction. Staff Contact: Ryan Osada, Public Works Director and Scott Missall, City Attorney City Attorney Scott Missall gave a presentation on how street vacations work and what the process will be for considering the petition the City received for the portion of Right-of-Way on Upland Road. Council asked questions and staff responded. ACTION: Discussion item only; no action taken. 8.2 Ordinance Amending the City Noise Regulations and Medina Municipal Code Chapter 8.06 Recommendation: Discussion item and Adopt Ordinance No. 989. Staff Contact: Michael Sauerwein, City Manager City Manager Sauerwein gave a summary of the proposed code amendments to Chapter 8.06 regarding the city noise regulations. Proposed language includes definitions for commercial construction and development activities and professional yard maintenance and landscaping. Additional changes include hours of operation for sounds created by power equipment. Council asked questions and staff responded. ACTION: Motion Adkins to adopt Ordinance No. 989 amending the city noise regulations and Medina Municipal Code Chapter 8.06 and change the start time in all instances to be 9:00 for professional yard maintenance. This was seconded by Frey and carried by a 6:0 (Garone absent) vote; Council adopted Ordinance No. 989 as amended. 8.3 Ordinance Amending Medina Municipal Code Relating to Off-Leash Dogs in Medina Park Recommendation: Discussion item and Adopt Ordinance No. 990. Staff Contact: Michael Sauerwein, City Manager City Manager Sauerwein gave a summary of the proposed code amendments to the Medina Municipal Code relating to off-leash dogs in Medina Park. ACTION: Motion Adkins second Frey and carried by a 6:0 (Garone absent) vote; Council adopted Ordinance No. 990. 9. CITY MANAGER'S REPORT 9.1 Police, Development Services, Finance, Central Services, Public Works, City Attorney Police Chief Burns gave an update on activities in the Police department. Director of Development Services Steve Wilcox reported on code enforcement activities. Director of Finance Julie Ketter gave a brief report on the city’s financials. Director of Public Works Ryan Osada gave a brief summary of his report. City Manager Michael Sauerwein gave a brief summary of his report. 10. REQUESTS FOR FUTURE AGENDA ITEMS AND COUNCIL ROUND TABLE Council directed staff to add revisit leaf blow sound, hours of operation, and general noise to the City Council calendar in early 2021. 11. PUBLIC COMMENT Mayor Rossman opened the Public Comment at 6:52 p.m. The following individual addressed the Council: • Heija Nunn commented on the new adopted dog park rules, noise ordinance and the suggested rumble strips for bicyclist. Mayor Rossman closed the public comment at 6:55 p.m. 12. ADJOURNMENT Motion Morcos second Adkins; Council adjourned the meeting at 6:55 p.m.
