The 2006 boating season was once again busy,
but relatively safe. There were many special events
during the year. The boating season started out
strong in May and continued throughout the summer
with great weather. There was a very long sockeye
salmon fishing season that overlapped SeaFair.
The number of boating accidents, 16 in 2006,
remained the same as the last two years. There were
2 drowning deaths related to a boating accident.
There were few serious injuries related to the
remaining boating accidents. There was a substantial
increase in the number of arrests, specifically for
Boating Under the Influence. There was an increase in
the number of boating citations issued. Calls for
service and on -view activity both increased.
The following information is a summary of
activities and statistics for the 2006 boating season.

Activity Summary
• Marine Patrol Officers manned a boating safety/water safety
informational booth at the Seattle boat show.
• Maintenance on the system of regulatory buoys that extend
throughout the marine patrol's jurisdictional waters was conducted
during the year. Numerous buoys were reset after having broken
loose during the spring water level increase.
• Dave Jokinen was promoted to Commander in June of this year. He
was replaced by Sgt. Keith McDonough as the Marine Patrol
supervisor.
• Two officers were selected as new Marine Patrol Officers, and
successfully completed their training.
• Four new Marine Patrol Assistants (MPA's) were hired. They are all
in the final stages of their training and are doing a good job.
• MP personnel made annual Water Safety presentations to the First
Graders at Lakeridge Elementary School, and a Renton Elementary
School. The students were presented with the basic principles of
water safety, and shown how to provide assistance to others in the
event of a water -based emergency.

Activity Summary
• MP Staff planned and coordinated waterside escort and security for
the Microsoft CEO summit. Over 100 of the worlds top CEO's were
transported by boat from Kirkland to the Gates Estate to attend this
function.
• MP Staff planned and coordinated waterside escort and security for
President Bush's visit to Medina in June. This was a fund raising
event for Congressman Reichert.
• MP personnel participated in the Renton Fire Department's Dive
Rodeo. The MP displayed both vessels. MP Staff presented
information on the program's capabilities during all three days of the
rodeo.
• MP personnel maintained homeland security patrol/protection duties
over the I-90 and 520 Bridges during the year (in Mercer Island and
Medina).
• The Marine Patrol .provided boating safety presentations to two US
Coast Guard Auxiliary Boating Classes.
Activity Summary

force.
• Over 130 BUI arrests were
made by the task force
• MIPD made a record
number of BUI arrests (48)
during the 4 day Seafair
weekend.
Activity Summary
• Responded to 16 boating accidents and 220 search and
rescue incidents throughout the year. The largest
search and recovery effort involved the drowning death
of a male and a female while they were swimming /
boating near the Yarrow Point city dock. The victims
were located and recovered with the assistance of a side
scan radar unit.
• Met with Seattle Police Harbor Unit and King County
Marine on several occasions to address regional Marine
issues and plan for continued joint training exercises.
• Provided Special event coverage for the Seafair Special
Persons Cruise and for the Christmas Ship Cruises.
Statistics Our marine patrol personnel logged the following statistical information during the
months of January through December of 2006. This information represents daily
patrol as well as emergency -call outs, and is broken down into the jurisdictions that
coon act for service from the Mercer Island Marine Patrol.

Statistic Analysis
• Increase in citations from
2005: 222 vs. 201.
• Substantial increase in arrests:
70 vs. 31.
• Over 100% increase in BUI
arrests: 54 vs. 26. This was
due to the SeaFair Multi -
Agency effort.
• Total Boat stops for 2006 were
less then 2005. This was due
to a large increase is calls for
service and on -view officer
activities.
• Accidents and Public Assists
remained nearly the same or
increased slightly.
