THE POSITION
The City Manager is responsible for directing
and supervising the administration of the City
consistent with the policy direction provided by
the City Council. All department directors report
to the City Manager, including Police, Public
Works and Development Services. Other key staff
reporting to the City Manager include the Finance
Officer and the City Clerk. The City Manager
provides leadership in conducting research, studies
and the preparation of plans including the annual
City Budget and Capital Improvement Plan. The
customer service orientation of the organization is
set by the City Manager's example and he/she is
a key part of motivating and setting the tone for
the organization. The City Manager also provides
professional advice to the City Council in carrying
out its policy leadership role and is charged with
implementation of adopted City plans, policy, laws
and ordinances.
ISSUES AND PRIORITIES
• Review City policies, practices, equipment
and staffing to ensure the most cost effective
delivery of City services, making appropriate
changes and recommendations.
• Develop financial plans and strategies to
ensure the continued cost effective delivery of
City services.
• Continue to develop an organizational culture
focused on exemplary customer service.
• Closely monitor the SR 520 expansion project to
ensure that Medina's interests are incorporated
and carried out.
• Monitor and ensure the timely implementation
of significant capital projects.
• Evaluate City office space, storage space
facilities, and equipment and technology needs,
providing the City Council with analysis,
options and recommendations for the future.
• Work with the staff and City Council to develop
a plan to assess and systematically address the
City's storm drainage needs.
IDEAL CANDIDATE PROFILE
The City is seeking a confident leader who is
experienced in municipal government and is
comfortable managing significant residential
development and community issues in a small
town environment. The ideal candidate will be
personable and a good listener with a collaborative
style who is approachable and accessible and enjoys
interacting with members of the community, City
Council and staff, lie/she will keep all members
of the City Council well informed of City activities,
opportunities, and emerging issues. The preferred
candidate will be skillful in determining which
issues need to be taken to the City Council and
which ones can be expeditiously dealt with by the
City staff. Being politically sensitive without being
political is an important quality.

The successful candidate will be a professional who
brings a strong understanding and commitment
to customer service as well as continuous quality
improvement and be able to infuse those principles
into the day-to-day delivery of City services. The
preferred candidate will be experienced in creating
a "can do" attitude among the staff based on
teamwork, empowerment, a commitment to public
service, and accountability. He/she will bring
an approach to management that recognizes the
value of balance between an individual's personal
life and a commitment to excellence in the work
environment. The ideal candidate will be skilled
in building positive working relationships and
reaching closure on issues with members of the
community and the City Council who may have
diverse interests and policy perspectives. With
a number of surrounding cities and towns which
meet monthly, experience in intergovernmental
cooperation is highly desired.
The ideal candidate will alsobe experienced in labor
relations as well as the timely and cost effective
implementation of programs and projects. Excellent
budget and financial management skills as well
as knowledge of technology and its application to
improve individual and organizational productivity
are important to the City Manager's success. It is
expected that the successful candidate will bring
such personal qualities as fairness, honesty, and
the highest integrity to the position.
MINIMUM QUALIFICATIONS
The preferred candidate will have strong technical
skills in budget, finance, and human resource
management in a local government setting as well
as excellent communication and interpersonal
skills with an ability and desire to interact with
a diversity of individuals, groups and interests.
A Bachelor's Degree .in Public Administration,
Business or related field and five years of responsible
experience in local government management is
required.

THE CITY
Medina is a beautiful and sophisticated community
located along the eastern shore of Lake Washington.
The City is entirely residential and is home to a
highly educated and politically active citizenry.
Incorporated in 1955, Medina has a population
of 2,930, with fourteen miles of quiet streets and
five miles of shoreline. Medina's picturesque and
historic Citv Hall is located in a park setting on
Lake Washington with breathtaking views of the
water, Mount Rainier, the Olympic Mountains
and the Seattle skyline.
just a short trip across the Evergreen Point
Floating Bridge from Seattle, residents of Medina
enjoy an excellent and varied park system of over
26 acres. Surrounded by the natural landscape,
park amenities cater to both youth and adults and
include active recreation, tennis courts, open space
and wetlands, beach parks, trails and walking
paths, and children's play areas. Special events
serve to strengthen an already close community.
There are three elementary schools within the
Medina City limits. These include Medina
Elementary School, part of the Bellevue School
District and two private schools, Bellevue
Christian and St. Thomas. Medina is also home
to the Overlake Golf and Country Club.
CITY GOVERNMENT
The City of Medina operates as a Council -Manager
form of government with a seven -member non-
partisan part-time City Council. The Council is
elected at large every two years to staggered four-
year terms. The Mayor is selected by the City
Council and serves a two-year term. The City
Council is responsible for enacting all legislation
and making all policyd ecisions as well as appointing
the City Manager. The City Manager oversees
the administrative functions of the City, appoints
department directors and staff and assists the City
Council with the development and implementation
of policy. The City Council also appoints members
of the Planning Commission and Parks Board.
The City workforce totals 23 full time employees
with additional part time help and consultants
based on workload. There are two Teamster
bargaining units representing office workers and
the outside crews in park and street maintenance
as well as a Police Officers Guild. Financially, the
City is on solid ground with significant reserves and
a proposed 2007 budget totaling approximately
$6.3 million, including capital projects. The
Police Department provides service by contract to
the Town of Hunts Point as well as the City of
Medina. In addition to services provided directly
by the City of Medina, fire protection and water and
sewer service is provided by the City of Bellevue,
Marine Patrol by the City of Mercer Island, and
Dispatch services by the City of Kirkland.
