Whereas, the citizens of the City of Medina expect and demand the highest ethical standards of
their elected officials; and
Whereas, of paramount importance to the public trust is that elected officials only exercise the
authority and influence of their position in the public interest; and
Whereas, certain citizens have raised concerns about the communications and conduct of
Councilmember Biglow; and
Whereas, the City Council held meetings on September 24 and October 1, 2008 to consider these
concerns; and
Whereas, Councilmember Biglow was afforded the opportunity to address these concerns and
the Council members have had the opportunity to discuss the facts and circumstances; and
Whereas, Councilmember Biglow and the other Council members desire to take affirmative
action to address these issues in a positive manner that will serve the City staff, the public and
foster better relations among the Council members; now therefore the parties agree as follows:
1. Mr. Biglow acknowledges that he has written communications and made verbal
statements that have been considered by the public, staff and those who heard him as
inappropriate. Specifically included are emails regarding the Green Store which were
raised by a citizen at a Council meeting. The Council believes that such communications
and statements are unacceptable and inappropriate and will not be tolerated.
2. Mr. Biglow realizes that his comments that are the subject of complaints brought to the
attention of the City Council were of a type that can and did cause offense to certain
members of the community.
3. Mr. Biglow regrets any unease that his conduct may have created in the minds of the
citizens of Medina, the staff or in the view of his fellow Council Members, and he regrets
any embarrassment or distraction he may have caused for the City Council.
4. In order to avoid any future conduct or communication that may be offensive, Mr.
Biglow has offered and the Council has agreed that he will attend appropriate
professional training as determined by the City Manager. The training is to be completed
by February 1, 2009.
5. The City Manager has proposed that all communication, verbal and written between Mr.
Biglow and City staff, be initiated and directed through the City Manager only. The
Council and Mr. Biglow concur with this proposal.
6. The Council has determined that Council member Biglow should not serve on the
Council Finance committee.

A RESOLUTION OF THE MEDINA CITY COUNCIL CENSURING COUNCIL
MEMBER LUCIUS BIGLOW FOR THE INAPPROPRIATE USE OF HIS POSITION
AND VIOLATING THE PUBLIC TRUST.
WHEREAS, the citizens of the City of Medina expect and demand the highest ethical
standards of their elected officials; and
WHEREAS, of paramount importance to the public trust is that elected officials only
exercise the authority and influence of their position in the public interest; and
WHEREAS, the City Council has received complaints from citizens and staff concerning
written communications, actions and comments of Council Member Biglow; and
WHEREAS, the City Council met in executive session on September 24 and October 1,
2008 to consider these complaints; and
WHEREAS, Council Member Biglow was afforded the opportunity to address these
concerns and complaints and Council Members had the opportunity to discuss the facts
and circumstances; now, therefore
BE IT RESOLVED, that:
1. The City Council finds the comments and conduct of Council Member
Biglow to be unacceptable in that certain of his written communications, comments and
conduct are inappropriate and disrespectful.
2. The City Council does hereby censure Council Member Biglow for
violating the public trust in making the written communications, conduct and comments
referenced above that do not reflect the high ethical standards that elected officials must
maintain.

A RESOLUTION OF THE MEDINA CITY COUNCIL CENSURING COUNCIL
MEMBER LUCIUS BIGLOW FOR THE INAPPROPRIATE USE OF 141S POSITION
AND VIOLATING THE PUBLIC TRUST.
WHEREAS, the citizens of the City of Medina expect and demand the highest ethical

WHEREAS, The public should be able to have confidence in the integrity of its
government and public officials; and
WHEREAS, of paramount importance to the public trust is that elected officials only
exercise the authority and influence of their position in the public interest; and
WHEREAS, the City Council has received complaints from citizens and staff concerning
written communications, actions and comments of Council Member Biglow; and
WHEREAS, the City Council met in executive session on September 24 and October 2,
2008 and in open session on October 13, 2008 to consider these complaints; and
WHEREAS, Council Member Biglow was afforded an opportunity to address these
concerns and complaints and Council Members had the opportunity to discuss the facts
and circumstances; now, therefore
BE IT RESOLVED, that:
1. The City Council finds the comments and conduct of Council Member
Biglow to be unacceptable in that certain of his written communications, comments and
conduct are inappropriate and disrespectful and will not be tolerated.
2. In order to avoid any future conduct or communication that may be
offensive, the Council has requested that Mr. Biglow attend appropriate professional
training as determined by the City Manager.
3. With the approval of the Council, the City Manager has directed that all
future communication, verbal and written, between Mr. Biglow and City staff be initiated
through and monitored by the City Manager.
4. The Council has determined that Mr. Biglow should not serve on the
Council Audit / Finance committee.
5. The City Council does hereby censure Council Member Biglow for
violating the public trust in making the written communications, conduct and comments
referenced above that do not reflect the high ethical standards that elected officials must
maintain.
