Concerns with Installing All -Way Stops as Traffic Calming Devices
Poor stop compliance:
o Unneeded stop signs are often ignored;
o Drivers feel that the signs have no traffic control purpose;
o Little reason to yield the right-of-way because of usually no vehicles on the minor
street.
• Increased speeds:
o Drivers slow down approaching stop signs, but often speed up quickly afterwards
in order to make up "unnecessary" lost time caused by stopping;
o Overall speeding is not reduced by the stop signs and is typically higher than
before the signs were installed.
High costs:
o High society costs based on vehicle operating costs, vehicular travel times, fuel
consumption and increase vehicle emissions;
o Cost of installation is low but enforcement costs are prohibitive - many
communities do not have the resources to effectively enforce compliance with the
stop signs.
Safe
o . Safety of pedestrians is decreased because they expect vehicles to stop at the stop
signs but many vehicles may have the habit of running the "unnecessary" stop
sign;
o False sense of security, especially with children.
• Noise and Pollution:
o Stopping and starting cause increased tire and engine noise;
o Stopping and idling at unwarranted stop signs increase automobile exhaust and
fuel consumption unnecessarily; noise is created by vehicles breaking and
accelerating to speed up, and exhaust, brake, tire, and aerodynamic noises.
• Liability:
o Unwarranted all -way stops may present potential liability issues for
undocumented exceptions to accepted warrants;
o Local jurisdictions may incur higher liability exposure by `violating' the warrants
in the M UTCD.

Joe,
Thank you for presenting the options this evening. I am sending you for expediency in lieu of filling
out and mailing the paper form - this topic is very important to our community.
What types of options would you like to see?
The goals here are to reduce the speed of traffic and eliminate the public parking on the street. The
design options that are appropriate are the bike lanes on both sides of the road, enhanced signing,
putting a median area in place, badly needed safe crosswalks, and re -working the widths of the lanes
(narrowing the automobile lanes). It should be noted here that if, and only if, a resident(s) were to
reject accomplishing the goals because a solid median would block one direction of entrance to their
property, then the median should be painted only in those locations.
What development concept do you prefer?
The preferred concept would be the second one with the crosswalks and modified right turn at 84th
street. The reason why is that every day pedestrians and bike riders are endangered by cars going
to and from 520 at a high rate of speed through an area with no speed mitigation. Many, many
people in town use the areas in question to get to and from Medina Park and Medina Elementary
School by foot and by bike and the town needs to be supporting their protection. But, to be clear,
either of the two options presented is an order of magnitude better than no changes!!!
Anything else you would like to share with us?
Yes, and that part is mostly about the public parking along this roadway. The people parking on this
street are not from our community and are driving here to get on the bus as close to the 520 bridge as
possible. Our family has suffered from a series of incidents, some terrible, that have happened
consistently over our 12 years in this home. Many times people who have parked along the street
sit in their cars right in front of our house in daytime and at night. We have had our home broken
with into while we and our kids and a family guest were all sleeping, with the perpetrator wandering
our house while we shook in fear in our rooms, until the police arrived and scared him away. He was
never caught. Our loved family dog was hit and killed by a car right in front of our house (in the
"parking lane", a hit and run). We've had items stolen from our front lawn (behind our fence from the
roadway). Multiple times we've called the police about intoxicated, and/or violent persons under the
influence of drugs across the street from our home. Public street parking in this location is
inappropriate for this street and at an entrance to our beautiful town, and a menace to the Medina
community as a whole.
Thank you for starting this project, now lets fund and finish it!

Dear Joe,
Thanks for the informative meeting yesterday at Medina City Hall. We are pleased the
City of Medina recognizes this section of road greatly needs safety improvement.
In Response to your Comment Sheet;
What types of design options would you like to see within the corridor? (e.g., bike
lanes, cross walks, enhanced signing, etc.)
Keep the bike lane on the south side of roadway at its existing width (see reasoning
below).
Permanent Radar Speed sign to make drivers aware of their actual speed while on the
corridor — using blinking lights like the ones you see near schools. We believe this is a
highly effective way to alert drivers to the actual speed of their vehicle. We believe
speeding is the #1 safety problem on this stretch of roadway.
Please do not use Speed Enforcement Camera's. We believe proper roadway design
improvements and normal policing will handle the speeding issues.
Which development concept do you prefer? Please explain why.
Exhibit 3 — had the best overall options.
Please make sure the landscaped medina near 86th Ave NE does not block our
ability to make a left turn out of our driveway to travel west on Lake Washington
Blvd.
We prefer the bike lanes be merged and placed on the south side of roadway for
greater sight distance at the apex of the curve.
No problem with eliminating the on -street parking — does not appear local
residents are using it.
Landscaped medians and improved signage will greatly enhanced safety and
hopefully slow down traffic by a "visual" narrowing of the corridor.
Exhibit 4 — not a preferred option
We don't like an all -way stop due to the excessive exhaust and braking noise of
vehicles slowing and then accelerating from the new stop signs.
We do like the idea of a single crosswalk at 86 h Ave NE — without doing the all -
way stop. Currently, many residents cross the street at this location without using
existing crosswalks due to the extreme distance between the existing crosswalks
at 84`h Ave NE & 88t' Ave NE.

We are strongly against narrowing the bike lane on the south side of roadway. Our
driveway is at a point were we need the extra wide bike lane to enhance our sight
distance/line for vehicles traveling eastbound. If you narrow this bike lane we will loose a
great deal of sight looking west for approaching vehicles.
A large mirror was located on the utility pole directly across from our driveway to allow
for better sight for eastbound traffic (the broken framework is still attached to the utility
pole). This mirror apparently fell down in a recent storm — can the City of Medina take
care of getting this fixed and/or replaced?
Currently, the buttons on the asphalt that separate the bike lane and vehicle lane on south
side of roadway are missing quite a few buttons. Most of the missing buttons are right at
the apex of curve due to vehicles cutting the corner at excessive speeds. Can the City of
Medina replace the buttons at this time?

Our names are Drs Sepehr and Rita Egrari. We reside with our family at 8615 NE 12th Street. The
community of Medina is very special and important to us, especially the enjoyment of quiet safety. We
feel that NE 12th Street has become unsafe due to the extensive travel of vehicles coming from Bellevue
to go towards the freeway entrance and the carpool facility. Our house is just west of 86th Avenue NE
and as a result we are constantly reminded of the blind curve and the speed that vehicles travel
westbound on our street. Just recently an almost catastrophic accident was averted which was caused
by a car that lost control due to its speed, knocked down a lamppost and collided into our mailbox
(photos enclosed). The checking of this mailbox is one of the chores of our three children of 12, 9 and 7
years of age. Should they have been checking the box at the time of this accident they would have been
killed. We, as a family, feel that traffic control in this section is a must and fully support the
implementation of many of the proposed changes including median placement. However, we believe
that the most effective measure to calm traffic is placing a three way stop sign at 86th Avenue NE and NE
12th. This measure alone would have a significant impact on the speed of cars. We strongly urge the
city council to look into the implementation of this three way stop sign.
The second area that needs attention is the north bound connection of NE 12th Street and 841h Avenue
NE. For the past few years, our children have been walking to St Thomas School. On multiple occasions
we have noticed that the vehicles that turn north bound onto 84th Avenue NE simply are not paying
attention to the stop sign and are rolling right through. We feel that the island should be removed and a
4 way stop sign should be implemented. The alternative would be to keep that stop sign for buses only
and have cars use the westbound stop sign to turn right onto 84th Avenue NE. Again this will
significantly control the flow of the traffic towards the north bound of 84th Avenue NE. We urge the city
council to consider this change as well.

The council would consider a budget amendment to
increase the authorized 2009 fiscal year Full Time
Equivalent (FTE) for sworn police officers from 9.5 to
11 under the proviso the 11th FTE is only a lateral
police officer candidate. This would not result in an
increase in budget appropriations to the 2009 budget.
