HomeMy WebLinkAbout03-14-2011 - Supplemental MaterialsAs most of you know, Chief Chen has been on paid administrative leave while the City Council and the City Manager reviewed certain matters that have come to our attention. An outside investigator and outside'counsel were engaged by the City's insurance pool to review the situation. We have been briefed on the status. the next steps that may be taken, and who may take those steps is governed by state law. The City of Medina operates under the Council -Manager form of government. The applicable law divides the responsibilities of governing between the Council and the City Manager. It provides that all legislative and policy powers are vested in the city council. It is the responsibility of the city manager to supervise day-to-day city business, recommend actions to the council, and to handle personnel matters and to determine whether any personnel actions are warranted. After considering all of the information provided to City Council, we wish to clearly state that we will support personnel decisions that may be taken by the city manager, with the advice of legal Counsel, related to this matter. Schedule is currently set for completion on July RFI's: Eleven new "Requests for Information" (RFI's) have been issued from the Co Architect for a total of sixty-seven. Questions relate primarily to structural framing a connections. C, N Specific Issues: o 1. Structural 0� a. Connections: We are struggling with a lack of detailing on th s for the connections of beams to columns, and beams to beams. This i d cost to the project. b. Roof & deck load: During the re -design of the police locker roo structural engineer discovered that the current design does not ac load on many of the floor beams, many of them already installed. exterior deck and the council chambers floor structure was designed required loading. As such, we are re -designing and will issue instructio contractor for larger beams. 2. Furniture: We have identified used furniture for purchase from a wholesale reseller an requesting council approval to purchase all required furniture under the approved budget of M $70,000. 3. Change Orders: This month we have processed change orders 7 and 8 for door and hardware changes as discussed at the February council meeting. This also includes pollution at $40,147. a. Exterior stair change: The building permit was issued requiring the Architect to add an exterior stair. The cost for this change order is $11,710. As this amount is 11.3% of the remaining $103,283 contingency, council approval is required. This is not an optional add. b. Plumbing: We have changed the water supply piping to PEX plastic piping after consulting the building official, the new mechanical engineer and the facilities committee resulting in a savings of $3,500. c. Cabinetry: After reviewing the cabinets with the Facilities Committee, we have changed the cabinets from MDF (pressed board) to plywood, at a cost of $1,641. d. Pending changes are estimated at $44,457 which includes credits of $4,800 and adds of $49,257). e. Remaining contingency after subtracting the pollution, approved change orders and estimated charges: $40,535. This does not reflect the beam changes discussed in Lb above. Highlights of Eastside Transportation Partnership Meeting March 11, 2011 WSDOT 520 Tolling Presentation (Craig Stone, WSDOT) • Good -to -Go tolling will be implemented in "late spring", with 3-4 weeks notice to the public. • Distribution goal for transponders: 100,000. 30,000 have been sold to date. Of those, 70% are fixed (single vehicle), 30% moveable from one vehicle to another. • Heavy demand since rollout has increased wait times. Phone center staff was doubled; wait times by phone are expected to decrease from 8 minutes to 3 in the next few weeks. Accounts can be set up online. • Transit, private coaches, and authorized vanpools will be exempt from tolling. Private vanpools can receive an exemption by informing WSDOT. Carpools will pay the regular 2-axle passenger vehicle rate. • Traffic diversion: Once tolling is in place, average speeds on 520 are expected to be 20 mph faster, and 5-10 mph slower on 1-90. Legislature will need to make a decision about tolling I- 90. Adjustment period is expected to last 6 months before a "stable" assessment can be made. • Drivers signing up for the program by April 15 will get $10 in "free" tolls per transponder, good for 520, but not the Tacoma Narrows Bridge. The reduction will be seen as a credit on the monthly statement. Kinq County Metro Update (Chris Arkills, King County) Metro's Strategic Plan for Public Transportation can be found online at http://metro.kin gcounty.goy/pIan ning/ . From the website: "King County Executive Dow Constantine today unveiled a proposal that will guide Metro services, products and investments over the next decade. The Strategic Plan for Public Transportation establishes ambitious goals that will support the region's economy and job growth while providing more value to the public for every dollar Metro spends on transit service...." A joint meeting with suburban cities is scheduled for April 13 11:30 AM to 1:30 PM at Mercer Island Community Center in the Mercer Room. Lunch is included. "Rapid Ride" is the new service that will provide frequent, fast, reliable bus transit in six major arterials. Routes currently in service show a high level of customer satisfaction. Concern was expressed by several ETP members that only one of the routes is on the Eastside (B line: Bellevue / Redmond). It should be operational this October.
