Improvements The Planning Commission discussed the 84th Avenue N.E. improvements and unanimously wishes to express the following: The Planning Commission has great concerns about the project and believes the following should be addressed before deciding on the improvements: Function. 84th Avenue N.E. provides travel for a large amount of traffic and we are concerned that a median could adversely affect the roadway's function as an important access into and out of the community. Narrower lanes and limits on turning around are a cause for concern. Costs. How is the street improvement going to be paid for? While we understand this is an issue to be decided by the City Council, as residents, we are concerned on how additional funds will be raised during a time of tight budgets. Safety. While we understand the principle that narrower streets slow traffic down, drivers still go about 5 miles over the speed limit. With narrower lanes for vehicles, pedestrians and bicycles, we are concerned that speeds will be such as to create a safety problem. We are also concern because the road lacks streetlights on the west side. When the trees in the median grow enough, they will block the roadway lighting provided from the streetlights on the east side of the road. With narrower lanes for traffic, pedestrians and bicycles, plus the lack of street lighting on the west side, we are concerned a safety problem is being created where one currently does not exist. Aesthetics. This appears to be the primary purpose for the project. A new tree median will have a profound effect on the look and feel of the community. I appreciate the open house the City sponsored last month,which was very helpful and informative, particularly in making availablerepresentativesfromtheprojectdesigners. Generally, I am in favour of making improvements to the condition of 84th Ave, but I am not in favour of the as proposed continuous landscaped median on 84th given outstanding questions as yet as unresolved. As raised by other residents, I am concerned the continuous median may cause an increase in traffic and congestion, prevent emergency vehicles from utilizing the roadway(as well as the ability to execute U turns) and the added expense for the maintenance and general upkeep of plantings. I do not know if initial traffic studies for this improvement have taken into account the new"flat top" installation on 84th at Hwy 520, but assume that there will be no substantive changes in traffic or flow. Representatives from the design firm noted that assumptions and estimates were based on the past roadway and overpass, not the new design being built now over and around 520. During the open house, it was clear that no estimates had been completed for any projected landscape maintenance costs. As noted in NJ Smith's email to you of October 17, I also heard vague answers from staff and project representatives in that such costs would be negligible as part of the regular City maintenance efforts. I'm not certain this is the case,given the added expense of maintaining trees, landscape maintenance, irrigation, infrastructure repair and refuse collection. Additionally, I am concerned that the changes as designed may not safely accommodate bicycle traffic on 84th Ave. I am also concerned that a continuous landscaped median does not allow for any U-turns or turn-arounds that may be utilized by drivers or emergency vehicles. I trust that you will work to address these concerns, as well as the concerns of other residents, as you consider your support for this project. Thank you. Redoing the overlay to 84th is important and I feel should be completed without delay. With regard to the landscape median on 84th - I highly disapprove of putting a landscape median in. The reasons are safety, having traffic potentiallydivertedthroughtheClydeHillandMedinaneighborhoodsandmaintenanceexpense. Safety/Traffic Diversion: My understanding is that putting in the median would substantially decrease the width of the bike lanes and shoulders. There is a lot of pedestrian and bike traffic on this road. I walk with my child on 84th and would like to continue to do so. The speed limit is 35 miles per hour(as it should be). With that speed limit a large safe space for pedestrians and bikers is crucial. It is very unsafe to have a narrow bike lane with traffic whizzing by at 35mph. I would not want my children bicycling in such a location. However,slowing the speed limit to accommodate a narrower bike lane would create inefficiency for those trying to access 520 or use it as a thoroughfare though Medina to downtown Bellevue, and may cause diversions on to more residential roadways in the neighborhood as people try to avoid backups due to a slower speed limit. Currently, I have not seen pedestrians cross 84th anywhere except the designated pedestrian crossings. Having a landscape median just might encourage pedestrians to cross the street in undesignated areas because it may appear safer since there is a place to stand in the middle. I can especially see children doing this. Expense: Now is not the time to create additional expense for projects that are not"necessary." Having a landscape median will be costly, i.e. curbing repairs, irrigation repairs, irrigation expense, continuous new plantings(trees and shrubs), barking, mulching, landscape maintenance, etc. To conclude, I believe we have a road that functions well for traffic flow, bikers and pedestrians (City of Clyde Hill police department does a great job of pulling over those pesky speeders!). Please, let's not fix something that is not broken and that is functioning properly already. I do feel that these placements, as they exist now, are taking advantage of my cooperative nature and support of traffic calming.
