public hearings. To ensure equal opportunity for the public to comment, a speaker’s comments shall be
limited to three minutes per person, per meeting. Those who have service requests or complaints are
encouraged to first bring such matters to the city manager for prompt attention and resolution.
Council meetings are business meetings where City Council may hear from residents and take action on
official City business. In order to accomplish all the business on the agenda and be respectful of
everyone’s time, Council Members will not be able to engage in dialogue with individual members of the
audience.

1. Our agenda for the July 9th Regular meeting is short,so we have scheduled a Study
Session in order to provide Council with more detail about the current workings of the
Tree Code.There is no Executive Session prior to the Regular meeting.
2. The Council Budget and Finance Committee met on June 20th to review the 2011
Annual Report and Draft 2013 Budget preparation calendar.The full Council received
a copy of the 2011 Annual Report.Also the committee discussed the first budget
study session currently scheduled for 6:00 pm Monday July 23rd.Please place this on
your calendars for this month.
3. As Council is aware,Scott White provided an update on the new rules for opening the
draw span on the 520 bridge after discussions with the Coast Guard.We didn’t
achieve limiting the openings to one or two opening times per day,but were able to
modify the current opening conditions per the following:
Shift the morning rush hour draw span closure window from 6:00 9:00 a.m.to
6:30 10:00 a.m.
Shift the afternoon draw span rush hour closure window from 4:00 7:00 p.m.to
3:00 7:00 p.m.
Increase the current one hour advance notification prior to a draw span opening to
a two hour advance notification.The one hour notification is currently
required between 9:00 a.m.4:00 p.m.,seven days a week.At all other times the
advance notification period is already two hours.
4. WSDOT has indicated that they still want to hold an open house on July regarding
some of the smaller design elements of the bridge replacement project.This is being
suggested in part to fulfill some of their shoreline permit requirements.When a final
date and time for the open house is known we will notify the community through the
normal channels.
5. Joe Willis is on vacation the week of the 4th of July and although I know he was
working on his monthly report last week,it doesn’t look like he included it in the
packet.We will send it out electronically Monday morning when Joe is back from
vacation.

COMMUNICATION TO OUR COMMUNITY
E Notice Program:During the month of June,the City issued 30 bulletins amounting to a total of
8,899 bulletins delivered to subscribers,of which approximately 24.2%were opened.The bulletin
opened by the highest percentage of recipients was the monthly department news bulletin,which
was closely followed by lifeguard news,SR 520 news and city council postcard.A summary is
attached.
Postcards:On June 22,Council’s July 2012”postcard was sent to the publisher and received by the
community around June 28.It was posted on the City’s website,and emailed to Govdelivery
subscribers on June 22.

Website Hits:The attached report identifies hits on the City’s website pages during the month of
June.
Lifeguard Program:Based on feedback received during the council retreat in March,the City began
sending weekly lifeguard news and program updates to Govdelivery subscribers.Also,lifeguard hours
and activities are posted daily on the City’s website home page.
City Council Mail:E mail sent to city council mail”is now copied to include all department directors.
A notice is included on the website to notify users of this change which went into effect on
06/11/2012.
VOLUNTEER SERVICE OPPORTUNITIES
To date only one application has been received for the park board and zero for the planning
commission.Noticing efforts continue in order to draw citizens to participate.

PUBLIC RECORDS REQUESTS
As of June 30,105 public records requests have been received by central services during 2012.Of
these,nine remain open and the City is responding in installments.Staff continues to respond in
regular installments to pending 2011 requests which are broad and complex in scope.For
comparison,by June 30,2011,the City received 156 requests of which 54 were associated to a
single personnel matter.
The attached log is a summary of 2012 requests to date.
PASSPORTS
During the month of June,43 passport applications were processed at City Hall.A total of 198
have been processed during 2012.For comparison,between January 1 and June 30,2011,170
applications were processed by staff.
Passport Services'Office of Acceptance Facility Oversight conducted its annual site visit on June 13
to measure performance standards designed to improve communication between Passport
Services and Acceptance Facilities and to identify best practices and vulnerabilities within the
Passport Acceptance Program.The analyst met with Pam Greytak and Craig Fischer and noted
they demonstrated a good understanding of passport acceptance procedures and policies.The
analyst acknowledged our agency is meeting best practices,and recommended four minor action
items to improve procedures and supplies.
In addition to the site visit,the City recertifies its acceptance facility designation annually and the
four staff members who are certified acceptance agents must successfully pass a knowledge test
each year.The City has accepted passport applications since 2004.

Planning Commission Meeting Recap: There were no public hearings at the
June 26 meeting. Two residents, Sean Blazey and Charlotte Stern, requested
during public comment for the Planning Commission to expand the City’s fence
regulations to include living vegetation that acts as a fence. The residents testified
how their views were being blocked by a neighbor’s vegetation and that they
followed the procedures outline in the View and Sunlight Obstruction Ordinance,
without success. They want the City to start regulating the height of vegetation
along property lines so that the neighbor could not block their views. Steve
Burnstead also commented in support of such a change and he commented on the
tree code and about his experience with having significant trees removed.
After public comment was completed, the Planning Commission discussed the
zoning code update. Commissioners provided some input to staff and there was a
concern expressed about how proposed changes were being determined in the
draft. There was some discussion about the scope of the project. The item was
continued for further discussion.
Staff briefly discussed with the Planning Commission the schedule for processing
the comprehensive plan amendment on streetscape. This was placed on hold in
early 2011 due to the shoreline master program update. Staff noted the limitations
of the annual comprehensive plan amendment cycle and that the amendment
would need to be moved to next year’s docket for formal processing although the
commissioners could continue working on it now. There was a general consensus
to hold off discussing this until next year’s comprehensive plan cycle.
Finally, staff briefed the Planning Commission on the City Council’s June 12 study
session discussion on the tree code. Staff also clarified that this topic was the next
item on the Planning Commission’s 2012 Work Program after the zoning code
update (previously it was mentioned as scheduled to follow the streetscape
comprehensive plan amendment). Commissioners expressed their interest in
looking at the tree code.

Hearing Examiner Decisions:
The hearing examiner held one public hearing in June. The hearing was for a
combined substantial development permit/ level 2 CMP applications to consolidate
two waterfront lots and redevelop as a single residential estate. The properties are
located at 494 and 506 Overlake Drive East. The applicant is Craig Stillwell,
agent. A decision is expected in early July.

Other Items of Interest:
1. As previously reported, the first half of 2012 has seen an increase in building
permit applications in both Clyde Hill and Medina causing a backlog on building
plan reviews. The City contracted with CWA Consultants to help alleviate the
backlog. To date, two new houses and an alteration from Clyde Hill, and a new
house and mechanical permit from Medina have been sent to the consultant.
Two new alterations received by Clyde Hill will be sent to the consultant in early
July. While there is still a lot of work to be done before we are caught up, the
consultant has been able to help alleviate some of the review pressure.

2. Otak hired a new planner to support Medina. Her name is Jenny Ngo and she
starts on July 5th. She is a recent graduate from the University of Washington
planning program and has been interning for the City of Mercer Island. She will
be introduced to the City Hall staff and will be trained by staff on our codes and
procedures.
3. During the last legislative session, SB 6406 was adopted to initiate State
Environmental Policy Act (SEPA) reform. Included in the legislation were
directions to the Department of Ecology to undertake rulemaking updates to the
SEPA rules to reflect advances in environmental protections from other
statutes (critical areas, storm water, traffic, etc.). Efforts on the updates have
begun with a completion date targeted for December 2013. Depending on the
final outcome, SEPA reform could represent significant streamlining in the
permitting process.

CALL TO ORDER
The June 12, 2012 Special Meeting of the Medina City Council was noticed pursuant to
RCW 42.30.080.
Mayor Luis called meeting to order at 6:04 pm and immediately recessed into Executive
Session pursuant to RCW 42.30.140(4)(a) and (b) for the purpose of labor negotiations for
an estimated time of 26 minutes.

REPORTS AND ANNOUNCEMENTS
Council member Dicharry reported he recently attended the Eastside Transportation
Partnership (ETP) meeting and during the last meeting received the Puget Sound
Regional Council (PSRC) report on county-wide regional grant competitions and
suggested City consider looking into this and into the East King County Transportation
Improvement Board funding for grants. He also said there was an update for Sound
Transit East Link and he can provide the online link for anyone who may be interested.
Mayor said he and council member D. Lee attended the annual PSRC meeting.
Dicharry said the emergency committee radio group took part in the Evergreen Quake
disaster exercise on June 5. He reported contact was made with King County Zone One
through the Bellevue Emergency Operations Center and it was successful participating in
a drill for request for services.
Staff responded to inquiries from council related to department reports. Council said city
manager could send letter to the state Department of Transportation about State Route
520 bridge openings without bringing to council first.

Shoreline Master Plan (SMP) Public Hearing (6:43 pm)
Development services director summarized process undertaken to develop City’s draft
Plan and described steps which remain.
Mayor opened public hearing at 6:56 pm.
Fairweather Lane property owner, Tim Panos, remarked waterfront lots at north end of
Medina are irregular and are affected by changes in the SMP. He expressed
disappointment in process, lack of advocacy for waterfront property owners and resulting
loss of property rights. He said the City should represent Medina and not the Department

of Ecology. He urged the Council to submit the planning commission’s March 27 draft and
recommended incorporating RCW 90.58.620 into Medina’s SMP.
Evergreen Point property owner Chris Marker said he and his wife, Susan, were founding
members and funders of Medina Now. He supported Medina Now’s agenda and its
objective not to diminish property rights.
Aaron Laing, attorney with Shwabe, Williamson & Wyatt, emphasized community identity,
suggested forwarding the March 27 planning commission draft to the Department of
Ecology with incorporation of changes suggested by staff, including dredging and adding
RCW 90.58.620, and encouraged elimination of provisions for public access.
Overlake Drive East property owner, Steve Burnstead, said he has been involved in
process from the citizen advisory committee meetings, throughout planning commission
meetings, and has been a part of Medina Now. He said his main concern with the SMP is
incorporation of the current tree ordinance. He suggested updating accepted tree list by
addressing only native trees and to reconsider mitigation costs for tree removal. Mr.
Burnstead also encouraged Council to simplify definition for pervious surface in the SMP
and to remove bonding requirements outlined in tree code.
Evergreen Point Road property owner, Suzanne Cohen, thanked development services
director for his efforts to respond to citizen concerns, to recognize public participation as a
part of the process and his professionalism. She expressed her preference for the March
27 planning commission draft with incorporation of amendments she suggested in her
June 11 letter in relation to buffers, public access and inclusion of SSB 5451 language.
Alternatively she offered if council elects not to adopt the March 27 draft, to instead make
changes development services director suggested and consider incorporation of additional
substantive language she provided specifically related to publicly owned lands and public
path around Medina shoreline. Resident voiced support for continued public participation
and an open process.
Overlake Drive West property owner Pam Lyford expressed worry about non-conforming
language and how it relates to her property. She advocated for cautious language to
Department of Ecology and for City to defend property rights.
Medina resident Grace Cheng was present and in lieu of speaking, requested her support
of Medina Now be included in the public record.

Ordinance Related to Shoreline Master Plan (7:16 pm)
At 7:17 pm, a motion was presented by council member D. Lee and seconded by council
member Decker to approve the March 27 planning commission draft incorporating
amendments recommended by development services director (on sheet titled “Possible
Motions” distributed to council) and RCW 90.58.60. Council discussion followed and a roll
call vote determined the motion failed 3-4 (Boyd, Dicharry, Luis, and Phelps opposed) at
7:41 pm.

Revenue & Expense Summary for June YTD
Revenue:
Key Items for 2012 Revenue include:
Property Tax received as of June is $1.3MK. Property taxes are deposited in April/May and
October/November.
Sales Tax Revenues are $290K as of June YTD. If we straight-lined the total annual budget for
2012, this would put us at ($270,000) below where we would like to be as of June 30th. We are
trending ($97K) below last year for the same period of January – June 2011. I will provide a
brief analysis of known (salary) cost savings for 2012 at the June Council Meeting. In addition,
the City Manager has asked each Director to look for potential expense savings in each of their
budgets. We will schedule a Finance Committee meeting in July to review the sales tax shortfall
and potential options for Q3 and Q4 2012.
Utility Tax & Franchise Fee Revenue is $193K as of June YTD. We are on target to meet budget
for the year.
License & Permit Revenue is $387K and has reached 85% of the annual budget as of June YTD.
Planning & Development Revenue has come in quickly over the period of January- June. We
have already exceeded the 2012 Revenue Budget by $83K.
Capital Real Estate Excise Tax (REET) Revenue is $302K for June YTD, which is at 49% of the
budgeted REET for 2012. We are within 1% of the REET Budget for the ½ half of the year.
Expense:
Key Items for 2012 Expense include:
Finance: We pay WCIA for our annual insurance premiums in January. The actual fees were
1,200 higher than the estimate they gave us last fall for budgeting.
Development: Hearing Examiner fees have exceeded the 2012 Budget by $7K as of June YTD
and will continue to be higher than budget for the year. Note: Planning & Development Revenue
is substantially higher for the period of January – June as well.
The WCIA Insurance Audit was conducted in June. The Audit letter reported the following:
2011 WCIA Audit Results
The City has complied with the mandatory requirements generated from the 2011 Public Records
and Premises Liability Audit. Therefore, the City is considered to be in compliance with the terms of
the WCIA COMPACT.”
2012 WCIA Audit
The focus of the 2012 Audit will be based on the Cyber Liability Questionnaire and will focus on the
risk exposures identified during this assessment. An emphasis will be to identify potential data
security risks and the City’s exposure as a result of those risks. Data Security Risk will be a budget
priority for 2013. We are also in the process of updating our Auto, Physical Damage and Property
Programs Schedules and will provide documentation of the attorney attendance training requirement
for 2012.

Summary
State law requires all municipalities to prepare and submit their planned six year transportation
improvement plans to the State Department of Transportation by July of each year and in
addition, to qualify for grant funding, each project for which funding is requested must appear on
the adopted City TIP. The attached draft plan merges the City Capital Improvement Plan CIP
and TIP into one document for overall fiscal planning. A Public Hearing to consider the annual
plan was held on June 11, 2012.
Discussion
The Proposed CIP/TIP Plan for years 2013 through 2018 was developed from street and right-
of-way improvement condition assessment, storm drainage deficiencies, public facility
evaluations, and incorporates planned improvements such as crack sealing of four streets in
2013 to prolong the surface condition of the paved streets to by preventing water infiltration into
the sub-base that leads to pavement failures, street pavement overlays to restore street
surfaces, storm drainage projects, sidewalk realignments around power poles, and park and
maintenance shop improvements. The attached 2013 – 2018 CIP/TIP Project Summary lists the
projects by year, project scope, budget, and revenue source.
The proposed annual expenditure for the Plan is $488,000 based on the 2012 budget
projections of $63,000 Motor Fuel Tax and $425,000 REET tax revenues.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF MEDINA, WASHINGTON,
ADOPTING A SIX-YEAR TRANSPORTATION IMPROVEMENT PROGRAM AND
DIRECTING THE SAME TO BE FILED WITH THE STATE SECRETARY OF
TRANSPORTATION AND THE TRANSPORTATION IMPROVEMENT BOARD.
WHEREAS, pursuant to the requirements of Chapters 35.77 and 47.26 RCW, the City
Council of the City of Medina has previously adopted a Comprehensive Street Program,
including a collector and local access street construction program, and thereafter periodically
modified said Comprehensive Street Program by resolution, and
WHEREAS, the City Council has reviewed the work accomplished under said Program,
determined current and future City collector and local access street needs, and based upon
these findings has prepared a Six-Year Transportation Improvement Program for the ensuing
six (6) calendar years, and
WHEREAS, a public hearing has been held on the said Six-Year Transportation
Improvement Program, and
WHEREAS, the City Council finds that there will be no significant adverse environmental
impacts as a result of adoption or implementation of the Six-Year Transportation Improvement
Program.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Medina,
Washington, that:
Section 1. Program Adopted. The Six-Year Transportation Improvement Program for the
City of Medina, as revised and extended for the ensuing six (6) calendar years (2013 – 2018,
inclusive), a copy of which is attached hereto as Exhibit A and incorporated herein by this
reference as if fully set forth, which Program sets forth the project location, type of improvement
and the estimated cost thereof, is hereby adopted and approved.
Section 2. Filing of Program. Pursuant to Chapter 35.77 RCW, the City Clerk is hereby
authorized and directed to file a copy of this resolution forthwith, together with the Exhibit
attached hereto, with the Secretary of Transportation and a copy with the Transportation
Improvement Board for the State of Washington.

Vice-Chair Flagg called the May 21, 2012 Park Board meeting to order at 6:03 pm.

APPROVAL OF MINUTES
PUBLIC COMMENT
Jan Deaton and Jill Heijer of Hunts Point inquired about the pathway connection from
the SR 520 regional trail to the south end of 80th Avenue NE that the Park Board
endorsed to be eliminated. Willis informed them that a lawsuit had been filed and
according to WSDOT the pathway is on hold pending the outcome of the suit.
PARK REPORTS
Medina Park
Board member inquired about the status of the water quality improvement project for the
Medina Park ponds. Willis responded that the consultant took water samples and is
developing a treatment plan that will be implemented this year. Weingaertner asked
about a statue that was placed in the landscaped garden. Willis responded that it is not
known who placed it there. Weingaertner asked about the possibility of fencing the play
area in Medina Park. Willis responded that there are no plans to fence the area. Willis
confirmed for the Board that the new bike rack had been installed and is currently being
utilized.

Medina Beach Park
Willis confirmed for the Board that Public Works employees add sand to the Medina
Beach on a yearly basis.
Fairweather Preserve
Board member remarked that the tennis courts in Fairweather are being used.
Lake Lane
A Board member reported that a neighbor’s hedge is leaning into the Lake Lane Park
area. In response to an inquiry regarding the possibility of installing a picnic table or
bench in the Lake Lane Park, Willis explained that there are no benches in stock.
Viewpoint Park
Willis confirmed the concrete bulkhead is failing and a portion fell into the lake and
emergency repairs are in the works. Willis further reported that Waterfront Construction
provided a proposal to install a rock bulkhead to protect the park and upon approval, the
bulkhead will be repaired.
NEW BUSINESS
Follow-up discussion on Open House
Willis announced that the Planning Commission will hold a public hearing regarding the
Park Plan Update for the Comprehensive Plan on May 22 at 6 pm. Willis asked that
Park Board members attend to answer any questions.
Discussion on SR 520 trail to 80th Avenue NE
Willis reported that a lawsuit was filed to block the path construction. WSDOT
established that work on the path is on hold.
Medina Park Dog Brochure
Loren-Taylor presented draft wording for communication on a brochure or posted sign
from the Park Board to dog owners regarding their dogs and how they behave. The
Board discussed the draft and agreed it would be a good statement to post on dog
waste receptacles.
Plantings on NE 24th Street
Flagg inquired about the lack of plants along the edge of the roadway between the curb
and the sidewalk on NE 24th Street. Willis responded that a planting plan had been
developed which called for drought tolerant plants to be planted between 79th Avenue

NE and 80th Avenue NE as a pilot project. Willis explained that the goal is to continue
the planting of the remaining blocks as time and budget allows.
Soccer Field Discussion
Toby Bryant informed the Park Board that the Bellevue School District Board approved
the upgrade of sports fields at several Middle Schools. She asked the Board to support
the request for the upgrade of Medina Elementary School dirt field to a grass field. The
Board agreed to the request.
OTHER BUSINESS
84th Avenue NE Median
Weingaertner inquired about the stone walls in the median on 84th Avenue NE. She
expressed that they are attractive, and asked for additional information about them.
Willis responded that they were part of the consultant design for the street project as an
accent to the landscaping median. He explained that when the project was awarded by
the city council, the stone walls were not discussed and therefore were a surprise to a
number of people. Park board members agreed they were a good addition to the
project.

Grumbach announced that the City Council held a public hearing on the proposed

AUDIENCE PARTICIPATION
Councilmember Patrick Boyd thanked the commissioners for their time and work on
the Shoreline Master Program.
PUBLIC HEARING - QUASI-JUDICIAL:

Proposal: Renovate an existing two-story single family residence, demolish
existing garage structure, and modify the surrounding existing hardscape and
landscape. Grading activity will include approximately 330 cubic yards of cut
and 370 cubic yards of fill.

Chair O’Brien announced the project and asked if commissioners had any
disclosures to make under the Appearance of Fairness Doctrine. There were no
disclosures. Chair asked if there were any challenges to any of the commissioners
hearing the case. There were none.
Chair O’Brien explained how the hearing would be conducted.
Grumbach introduced Amie Broadsword, the city’s new consultant for processing
construction mitigation plans. Grumbach administered the oath to tell the truth to
Jack Lowe, the owner’s agent, and Amie Broadsword, CMP Consultant.
Broadsword presented the City’s review of the application, stating that no public
comments had been received. Broadsword concluded that the plan was consistent
with the code and recommended approval with the following conditions:
Truck movement is to be prohibited for a period of 20 minutes prior to and
following school bus pickup and drop off times
The applicant must coordinate with the school on this and provide proof of the
coordination to the city
The conditions recommended in the geotechnical report, and
The additional recommendations in the staff report.
Jack Lowe, the owner’s agent, commented briefly, adding that they had chosen
Krekow Jennings as the contractor, who has experience with larger projects in
Medina, and that the project’s duration was expected to be approximately ten
months. Lowe responded to questions from commissioners.
Medina resident Lynne Swoope expressed her concern with potential blockage of NE
18th Street due to the narrow width of the road.
Discussion followed. Broadsword and Lowe clarified that there is only one access
point off NE 18th Street, that the applicant would be using flaggers to control traffic
and that there is a turnaround area on the site. Lowe assured the commissioners
that they are aware access is very limited and that they would do their best to ensure
that NE 18th Street is kept clear. He said that they would also try to bring the trucks
in and out at low volume times for the neighborhood and school considerations.
O’Brien closed the public hearing.

PUBLIC HEARING - LEGISLATIVE:
Amendment to the Medina Comprehensive Plan to create a new park plan,
including guiding principles, updated goals and policies to maintain and
enhance the City’s parks and open spaces, evaluation of facilities and
recommendations for parks.
Joe Willis, Director of Public Works, presented the proposed changes to the
Comprehensive Plan for the Park Plan. He explained that the Park Board had
provided a great deal of input into the Park Plan, that they had toured all the parks
and had listed short term and long term goals for each park, which are detailed in the
amendment.
Nunn questioned the change in no longer retaining the landscape plan that referred
to retention of the poplars along the golf course, and Willis explained the reason that
was deleted was due to the fact that the hazardous poplars had been mostly
removed.
Grumbach announced that Park Board members were also present in the audience
to answer questions regarding the document.
Park Board member Matt Kochel answered commissioners’ questions regarding the
document and about the park facilities.
Wang asked about the problem with dog owners not picking up after their dogs and
Kochel explained that there would be a letter written by a Park Board member that
would be posted in the park to deal with the problem. Nunn commented and
prompted discussion regarding the detailing of the division between areas where
dogs are allowed and not allowed.
Nunn suggested inclusion of additional existing open spaces, including the Points
Loop Trail, the unopened public rights-of-way, the SR-520 lid and the parcourse (not
included in the amenities list) at Medina Park, in the document. Kochel stated that
these items might be something the Park Board would like to re-address before
adding them to the document.
Nunn also raised the issue of grass areas versus fields in the document. Kochel
shared that the Park Board does not want to see improved practice fields in Medina
Park or Fairweather Nature Preserve, but that the board endorsed installation of a
turf field at Medina Elementary School. Grumbach explained the difference between
the goals and policies set forth in this document versus the CIP (Capital Improvement
Plan), which sets priorities for improvements.
Discussion occurred on which parks allow dogs and if this should be specified in the
document.
Morcos raised the issue of a comment letter received regarding boat accessibility at
Lake Lane. Discussion ensued regarding the various public areas where boats may
drop off or tie-off.

Nunn offered suggestions for amendments to the document and discussion followed.
Resident Mark Perry commented on the park plan with most of his comments
focused on SR-520 Evergreen Point Road lid and the changes to the SR-520 project,
including the possible installation of cameras.
Willis addressed questions related to the WSDOT SR-520 right-of-way and lid and
answered questions regarding the continuing negotiations between the City and
WSDOT on the facilities.
Resident Ray Park asked if a document could be created to share with the residents
that outlines the changes that are occurring with the SR-520 lid. Chair suggested he
might join Medina Matters for updates. Grumbach explained that Mr. Park could
contact Willis or himself individually for further information, or he can review the
information provided on the city’s website, which also includes a link to the WSDOT
website. Discussion continued on the SR-520 project. Grumbach shared that he had
discussion with WSDOT in regards to the possibility WSDOT will be hosting an
additional open house on the project.
Chair O’Brien closed the public hearing.
MOTION MAY / SECOND WANG TO RECOMMEND AND FORWARD TO THE
CITY COUNCIL THE PROPOSED DOCUMENT THAT AMENDS THE PARKS AND
OPEN SPACE PLAN OF THE MEDINA COMPREHENSIVE PLAN TO CREATE A
MEDINA PARK PLAN AND THAT THE COMMISSION RECOMMENDS THE
SECTION 1 AMENDMENT OF THE COMPREHENSIVE PLAN OF CHAPTER 6 OF
THE MEDINA COMPREHENSIVE PLAN TITLED “PARKS AND OPEN SPACE” AS
AMENDED IN ATTACHMENT “A”, SUBJECT TO THE MINOR EDITORIAL
SUGGESTIONS THAT WERE RAISED IN TONIGHT’S HEARING.
APPROVED 4 - 0 (NUNN NO LONGER PRESENT). (7:18 PM)
Wang thanked the Park Board for their long hard work on the proposed plan.
Mr. Park announced that he had arrived late and wished to testify on the CMP. He
was informed by the Chair that the decision had been made and advised him to
discuss his concerns with staff following the meeting.
Chair O’Brien also thanked the Park Board and Willis for their work on the Plan.
OTHER BUSINESS
1) Shoreline Master Program Briefing (7:20 PM)
Grumbach made a short presentation on the Department of Ecology’s written
comments that had been received regarding the SMP. Grumbach also discussed the
remaining process for approval.

Summary:
The City Council approved development of a City Comprehensive Park Plan by the Medina Park
Board as part of the Board’s 2010, 2011, and 2012 work programs. The proposed ordinance
incorporates the new Park Plan into the current Parks and Open Space Element of the Medina
Comprehensive Plan.
An important Growth Management Act requirement for any comprehensive plan amendment is
early and continuous public participation in development of the amendment. The update
process for this amendment has provided extensive public participation opportunities during the
development of the Park Plan outlined as follows:
The Parks and Recreation Board conducted a tour of the City’s parks and their facilities in
July 2010. The tour was advertised to the public.
Two open houses were held on April 18, 2011, and March 19, 2012, that were advertised to
the public to seek community input on developing the Park Plan.
The Parks Board discussed development of the Park Plan during meetings, which were
advertised and open to the public, at their July 19 and October 18, 2010, meetings; and at
their April 18, July 18, October 17 and November 21, 2011, meetings.
The Planning Commission received and discussed the draft Park Plan at their April 24,
2012, regular meeting, which was advertised and open to the public.

The Planning Commission, after providing proper legal notice, held a public hearing in
regard to the proposal on May 22, 2012, and has forwarded a recommendation to the City
Council.
Staff took the Planning Commission’s recommendation to the Parks Board who reviewed it
at their June 18, 2012, regular meeting and indicated their support for the changes made by
the Planning Commission.
The proposed ordinance consists of the Planning Commission’s recommendation with minor
editing corrections. The City Council, after receiving the Planning Commission’s
recommendation and public comment on the proposal is asked to determine:
1. If the proposed Park Plan amendment to the Comprehensive Plan is consistent with the
applicable provisions of the Growth Management Act, state and federal law, and other
applicable provisions of the Medina Comprehensive Plan;
2. If the amendment serves the public interest by updating the Parks and Open Space
Element of the Comprehensive Plan to reflect current community values toward park
facilities;
3. If it protects the City’s public parks and recreational spaces and ensures that future
improvements to the City’s parks do not result in the loss of public parks and open space
lands; and

4. Other considerations the City Council might have consistent with the comprehensive

Note: After the public hearing closes, if the City Council desires to make changes to the
Planning Commission’s recommendation, consideration must be given to the requirement for

WHEREAS, the City of Medina is subject to the provisions of the state Growth9
Management Act, RCW 36.70A; and10

WHEREAS, the City Council adopted the City of Medina Comprehensive Plan, 12
which was last amended by Ordinance No. 783 on March 14, 2005; and13

WHEREAS, the City desires to adopt a comprehensive “Park Plan” to support15
comprehensive planning efforts associated with the City’s parks and trail systems; and16

WHEREAS, the Medina Parks and Recreation Board developed a City “Park18
Plan” to be fully integrated into Chapter 6, “Parks and Open Space Element,” of the City19
of Medina Comprehensive Plan; and20

WHEREAS, the proposed Park Plan has been processed pursuant to the22
procedures set forth in Chapter 20.83 of the Medina Municipal Code for the adoption of23
Comprehensive Plan amendments; and24

WHEREAS, the City has provided extensive public participation opportunities26
during the development of the Plan as follows: 27

The Parks and Recreation Board conducted a tour of the City’s parks in July29
2010 that was advertised to the public. 30

The City held two open houses on April 18, 2011, and March 19, 2012, that32
were advertised to the public to seek community input on developing the Park33
Plan. 34

The Parks and Recreation Board discussed development of the Park Plan36
during meetings, which were advertised and open to the public, at their July37
19 and October 18, 2010, meetings; and at their April 18, July 18, October 1738
and November 21, 2011, meetings. 39

The Planning Commission received and discussed the draft Park Plan at their41
April 24, 2012, regular meeting, which was advertised and open to the public. 42

The City provided a postcard notice for the April 18 open house sent to all44
resident addresses within the City limits notifying residents of an opportunity45
to comment on development of the Park Plan. Notices were also posted on46
the City’s website and notice boards, and sent electronically by the City’s e-47

A. The proposed Park Plan amendment to the Comprehensive Plan is40
consistent with the applicable provisions of the Growth Management Act, 41
state and federal law, and other applicable provisions of the Medina42
Comprehensive Plan. The amendment provides an inventory of parks and43
opens spaces and recreational opportunities within the City boundaries and44
provides a 10-year “needs analysis” utilizing nationally recognized standards45
for parks. Additionally, it updates parks and open space goals and policies to46
reflect current community values and it provides recommendations to help47
guide future capital facilities planning for the City parks to ensure residents48
have quality parks and recreational opportunities to enjoy. 49

B. The amendment serves the public interest by updating the Parks and Open1

C. The Medina Parks and Recreational Board has provided adequate7
opportunity for public participation in developing the updates to the Parks and8
Open Space Element to the Comprehensive Plan including two open houses9
and five public meetings that were advertised to the public. 10

has been issued for this proposal. 13

Section 1. Amendment of the Comprehensive Plan. Chapter 6 of the Medina18
Comprehensive Plan, entitled “Parks and Open Space Element,” is amended to read as19
set forth in Attachment “A” to this ordinance. 20

Section 2. Severability. If any section, sentence, clause, or phrase of this22
ordinance should be held to be invalid or unconstitutional by a court of competent23
jurisdiction, such invalidity or unconstitutionality shall not affect the validity of any other24
section, sentence, clause, or phrase of this ordinance. 25

Section 3. Effective Date. This ordinance shall take effect five (5) days after27
its publication or the publication of a summary of its intent or contents. 28

6. PARKS AND OPEN SPACE ELEMENT
MEDINA PARK PLAN
This chapter comprises the makeup of the
Medina Park Plan, which is fully
incorporated into the Parks and Open Space
Element of the Medina Comprehensive Plan.
INTRODUCTION
The City’s large open spaces are the
defining elements of Medina’s community
character. In the early 1950s, residents of
the newly incorporated City of Medina were
concerned about the development that was
taking place in nearby Bellevue. From 1959
to 1971 Medina acquired and developed
Fairweather Nature Preserve, Medina Park,
and Medina Beach Park. Other open space
areas that were part of the incorporated City
included undeveloped platted street ends
that abut lake Washington (present View
Point Park and Lake Lane) and undeveloped
street rights-of-way (Indian Trail and NE
26th Street). The vision of Medina’s early
residents created both active and passive
parks resulted in the parks and open spaces
that are enjoyed today.
Growth Management Act
The Growth Management Act (GMA)
requires comprehensive plans to contain “a
park and recreation element that
implements, and is consistent with, the
capital facilities plan element as it relates to
park and recreation facilities. The element
shall include: (a) Estimates of park and
recreation demand for at least a ten-year
period; (b) an evaluation of facilities and
service needs; and (c) an evaluation of
intergovernmental coordination
opportunities to provide regional approaches
for meeting park and recreational demand.”
Although the Parks and Open Space
Element is not required by the Growth
Management Act (GMA), t))The following
planning goal for open space and recreation
is provided in the Revised Code of
Washington (36.70A.020):
Encourage the retention of open space and
development of recreational opportunities,
conserve fish and wildlife habitat, increase
access to natural resource lands and water,
and develop parks.”))

Additionally, King County countywide
planning policies (CPP) direct jurisdictions to
identify and protect open spaces within their
comprehensive plans.
Guiding Principle
The Medina Park Board serves as the Medina
City Council’s primary advisory body on
matters pertaining to the use, maintenance,
and enhancement of the City’s public parks
and open spaces. The board is guided by the
principle that Medina’s parks are natural
areas that require ongoing stewardship of the
entire community so that they remain
protected and nurtured. Without the requisite
supervision and maintenance, the vegetation,
wildlife, and quality of environment that the
Medina parks provide will disappear or be
altered to the detriment of the public.
EXISTING PARKS AND CONDITIONS
Recognized national park standards state
that there should be 2.5 to 10 acres of

neighborhood and community park space for
every 1,000 residents. There are 26.7 acres
of parks in Medina, which equals 9 acres of
park space per 1,000 residents. The present
SR 520 freeway construction overcrossing
lid of Evergreen Point Road upon
completion of the project will add another
0.62 acres of park open space to the City’s
inventory. The following is an inventory of
the City’s parks.

HISTORY
Medina Park was created in 1965 when City
officials spearheaded the purchase of five
properties with matching grant dollars for
approximately $80,000. Today the combined
area offers both active and passive uses: two
vehicle parking areas, fields for sports
activities, playground area with playground
equipment, a par course for exercising,
tennis court, walking paths, restroom
facilities, and off and on-leash dog exercise
areas. Passive activities include quiet spaces
for sitting, bird watching, lawns for relaxing,
viewable art, and tables for picnicking.
The park today is a social epicenter, a
gathering place that is expansive enough to
host large scale events like the annual
Medina Days celebration, concerts,
unofficial soccer and baseball games yet
also serve individual needs of adults,
children, and dogs. The picturesque walking
paths and open areas make the park a
desirable destination for human/canine
socialization. In an effort to manage a
compatible usage of the park by dog owners
and other users, a policy was adopted by the
Council that seasonally divides Medina Park
into two defined on-leash and off-leash
sections during the summer months
separated by the two ponds. The green lawn
area in the western section of the park is
watered by an irrigation system, and the
eastern non-irrigated section remains the
year-round off-leash dedicated area for dogs.
The two original low areas of the park were
developed into stormwater detention ponds
and are rimmed by open grassy spaces,
punctuated with trees and shrubs, seasonal
plantings, artwork, meandering gravel
pathways, and numerous benches for rest,
introspection, and bird watching.
Other attributes include planted trees to
commemorate an event, individual’s service,
or were planted in memory of loved ones.
The northeast corner of the park serves as a
landscaped defined entry to the City. The
park is an urban bird-watching destination.
The site is home to a variety of waterfowl

including Canadian geese, mallards, wood
ducks, cormorants, and blue heron. To
celebrate famed woodcarver Dudley Carter’s
100th birthday, residents purchased one of
his wood sculptures, “Wind Song” and hung
the piece from a rough-hewn post on the
southwest bank of the northerly pond next to
a gravel pathway. An additional stone
sculpture stands in the southwest corner of
the park and was donated by Peter Skinner,
a resident of Medina.

HISTORY
Medina Beach Property was donated to the
City in 1960 by the Medina Improvement
Club. Situated at the south point of
Evergreen Point Road at the historic site of a
former ferry terminal that connected Medina
with Seattle, the park is a favorite
destination for summer. The park offers
swimming areas for all ages. Under the
supervision of seasonal lifeguards, older
children are able to swim out to a float while
younger ones wade at the water’s edge or
play on the beach. The site provides
extraordinary views of Seattle, Mercer
Island, and Mount Rainier. The site also
serves as the municipal hub of the City. The
Police Station, City Council Chambers, City
Manager, Department Directors and
Administrative Staff are all located within
City Hall on the site. The Planning
Commission, Park Board, Emergency
Preparedness Committee, and other
volunteer groups regularly meet at the City
Hall to conduct business.

HISTORY
Fairweather Park is comprised of two
distinct public use areas. The western half of
the park is an active use area with a small
playfield, two tennis courts, a tennis practice
back board, basketball hoop, and parking
area that were developed in 1962 during the
initial SR 520 construction. The eastern half
of the park remains as a natural forest nature
preserve with a stream passing through it
and winding walking trails. The northeastern
portion of the forest area is a natural wetland
that drains to the east to Fairweather Bay.
This forest is one of the last standing natural
forests in the area and is as close to a walk
in the deep woods as one can get in the heart
of a city.

HISTORY
Viewpoint Park is one of Medina’s hidden
parks. The upper portion of the park is a
small triangle of land situated near the south
end of 84th Ave NE and Overlake Drive
West. The triangle area is landscaped with
the center of the area planted in grass with a
picnic table and a seating area. The lower
portion of the park has a limited parking
area and a meandering pathway from the
parking area down to the park area by Lake
Washington. This area has a picnic table and
a pier. The waterfront area provides a
spectacular view of Lake Washington, the
Seattle skyline and the Olympic Mountains.
The park offers a peaceful secluded area for
resting, relaxing, and contemplation.

Lake Lane is another Medina hidden park
that is little known and rarely used. The park
is found at the end of a narrow driveway that
extends from 78th Place NE to a private
residence located on the north side of the
park. The park fronts on Lake Washington
and is only accessible by walking. No
parking areas are provided. The park has a
public pier where one can view Fairweather
Bay, Hunts Point, and the City of Kirkland
to the north. Hidden away this picturesque

site is an ideal spot to visit and view the
waterfront surroundings.

TRAIL SYSTEM
Indian Trail is located between the
residential streets of Evergreen Point Road
on the west, 78th Ave NE on the east, NE
22nd Street on the south and NE 28th Street
on the north. Indian Trail extends from 77th
Ave NE north of NE 22nd Street to NE 28th
Street and provides a natural walking
pathway for the public connecting the
neighborhood south of NE 24th with the
Three Points Elementary School on NE 28th
Street. The trail also functions as a part of
the Points Loop Trail system linking Yarrow
Point, Hunts Point, and Clyde Hill
communities. A spur off of the trail extends
from the north south main Indian Trail along
the undeveloped NE 26th Street right-of-way
to 79th Ave NE. The westerly portion of this
spur is over private driveways. That portion
between 78th and 79th Ave NE is a grassy
area with some trees and an informal
pathway. A portion of NE 26th right-of-way
remains undeveloped between Evergreen
Point Road and the Indian Trail.
Other Recreational Facilities:
POINTS LOOP TRAIL SYSTEM
This was created in 1962 by the construction
of the initial SR 520 freeway. The main
portion of the trail system connects the local
communities of Yarrow Point, Hunts Point,
Clyde Hill, and Medina. The trail is a five
foot wide paved walking path that extends
along the north side of the freeway from
92nd Ave NE in Yarrow Point to 84th Ave
NE in Hunts Point, along 84th Ave NE over
the freeway to NE 28th Street, west along
NE 28th Street to Evergreen Point Road.
Local trails connect to this trail system, i.e.
Indian Trail at NE 28th Street. Maintenance
of the system resides with each of the
communities through which it passes. The
major construction of the new SR 520
freeway is impacting the Local Points Loop
Trail and portions of it will be replaced and
realigned and new connections will be made
to the new WSDOT SR 520 Regional Trail
system that connects Seattle via a new
floating bridge with the eastside
communities of Medina, Clyde Hill, Hunts
Point, Kirkland, and Bellevue. The WSDOT
SR 520 Regional Trail will be constructed
along the north side of the freeway
connecting Seattle with the Eastside
communities. A trail connection from the
Regional Trail to the south end of 80th Ave
NE is also planned.
Upon completion of the SR 520 Evergreen
lid (wide bridge overcrossing) in 2014,
approximately two acres of landscaped
passive park area will be provided for public
use. The lid area will include a park & ride
lot with 50 parking spaces, a transit access
facility with elevator and walking steps
down to the freeway bus stop area in the
center of the freeway, a viewing area on the
west side of the lid with a viewing vista to
the Seattle skyline to the west. A seating

area and steps will be provided at the
southwest corner of the Fairweather
playfield to provide access from the freeway
lid to the park.
OVERLAKE GOLF AND COUNTRY
CLUB (PRIVATE GOLF COURSE)
Located at 8000 NE 16th Street, the golf
course provides approximately 140 acres of
open space for members of the club to play
golf. The property also contains a private
club house and swimming pool.
ST. THOMAS ELEMENTARY SCHOOL
PLAYGROUND (PRIVATE SCHOOL)
Located at 8390 NE 12th Street, the school
has 5.62 acres of land (including the
church). Facilities include a playground and
play structures for students.
THREE POINTS ELEMENTARY
SCHOOL PLAYGROUND (PRIVATE

Located at 7800 NE 28th Street, the school
has approximately four acres of land. The
playfield is in the westerly portion of the
elementary school property that is leased
from the Bellevue School District by
Bellevue Christian Church. The playground
has dirt sport field, play structure, and
covered play area for the students.
MEDINA ELEMENTARY SCHOOL
PUBLIC SCHOOL)
Located at 8001 NE 8th Street, the school
has approximately 7.88 acres of land.
Facilities include a multipurpose playfield,
play structures, and covered play areas for
students.
For its size, the City has an extensive
combination of parks and other open spaces.
They are dispersed through the community
and readily accessible by City residents.
Recognized national parks standards state
that there should be 2.5 to 10 acres of
neighborhood and community park space for
every 1,000 residents. There are 26.7 acres
of parks in Medina, which equates to nearly
9 acres of park space per 1,000 people.
Fairweather Nature Preserve is located off of
Evergreen Point Road and adjacent to the
north side of SR 520. The park/preserve
covers approximately eleven acres and
includes two tennis courts and a small open
field adjacent to Evergreen Point Road. A
significant portion of Fairweather Nature
Preserve has been allowed to remain as
forested open space.
Medina Park is located on the south side of
NE 12th Street and covers ((fifteen acres)).
Facilities include one tennis court, and
exercise stations. There are also two ponds
surrounded by a pedestrian trail and several
benches. Much of the southern portion of
Medina Park has been left as undeveloped
wetlands and habitat.
Medina Beach Park is located on the
shoreline at the south end of Evergreen Point
Road. The park contains a public pier,
benches, picnic facilities, and a children’s
swimming beach. During summer months
there is a lifeguard on duty. This park is also
one of the sites of the yearly “Medina Days”
celebration. Medina Beach Park is
historically significant in that it was the site
of the former ferry terminal that connected
Medina with the Leschi neighborhood in
Seattle. The ferry terminal building was
restored and now houses the City’s
administrative offices, council chambers, and
police force.
View Point Park is a small triangle of land
near the south end of 84th Avenue NE. It has
a commanding view of Lake Washington, the

Seattle skyline, and the Olympic Mountains.
A bench is provided for enjoying the view.
The City also owns and maintains two other
public piers. One is located on Fairweather
Bay off of NE 78th Place, and the other is
found at the south end of 84th Avenue NE
near View Point Park.
Other open spaces that are accessible to the
public include the two elementary schools.
Both contain playfields and a variety of
children’s play equipment.))
NEEDS ASSESSMENTS
Medina is a fully built-out residential
community with limited ability for growth
over the next 10 years. The City has nine

enhance existing open space and recreational
opportunities rather than a rise in demand for
park usage due to population increases.

The City’s large open spaces are the
defining elements of Medina’s community

EVALUATION OF FACILITIES AND
RECOMMENDATIONS
While residents enjoy park space that meets
nationally recommended standards, the
Medina Comprehensive Plan sets forth goals
for the need to maintain and enhance
existing park space and to acquire new park
space when such opportunities arise.
Medina Park
This park offers both active and passive
uses. The tennis court represents a
significant investment and is frequently
utilized for games and practice. Children
have been observed playing on the court
with metal toys and carry rocks and other
objects onto the court for play which can
damage the court surface. Signs have been
added to the court entry to restrict the use of
the court for tennis. Should violations
continue, in order to protect the court, a push
button combination lock on the entry may
become necessary.
The children’s playground area next to the
tennis court is frequently used. There are
two climbing apparatus, two swing sets, a
circular rotating toy (NOVA), a seesaw, a
sandbox, and some movable toys that have
been donated by residents for children to use
in the play area. Consideration should be
made to add toys or change some of the
equipment to provide variety and to add to
the playground use.
A priority need is to improve the park for
use during inclement weather by the
construction of a picnic shelter appropriately
located for public access and use.
The Public Works Shop and Yard are
located in the southwest portion of the active
park and should be screened from the park
by adequate landscaping.
Medina Beach Park
The primary use of this park is beach access
and swimming. Milfoil and debris that is
washed up on the beach area is undesirable.
Power boats operating too close to the shore
create a wake and are a safety concern.
The rock jetty and shoreline armoring with
large rock are not easy to walk on and
injuries could result. While the jetty is
marked NO PUBLIC ACCESS, it is
recommended that steps to the water be
clearly marked.

The City Hall emergency generator and
enclosure intrude into the former park area
and if possible should be placed
underground or moved to a non-use area of
the park.
Fairweather Park and Nature Preserve
The playfield area is a practice sports field
of grass. The field becomes too muddy for
play during the winter months. A priority
need is to improve the field drainage for use
year round. The parks proximity to the
freeway should be accounted for in the
screening of the park in the area that is not at
the gateway to the park.
The nature preserve should be maintained in
its natural state by continuing to remove
invasive plants and ivy, and to replant native
species as trees are lost due to wind and age.
The winding natural trails should continue to
be maintained with natural wood steps and
remain rustic in appearance. Fallen trees
should remain in place, except where they
obstruct a trail. Wayfinding maps should be
considered to assist hikers and trail walkers.
Viewpoint Park
The park triangular overlook (viewing area)
provide unique views of the Seattle skyline.
The recently added picnic bench provides
added ability for users to eat lunch or picnic.
It is recommended that a drinking fountain
be added.
The beach front area provides a place for a
picnics, dock access, and swimming at the
pier end.
Lake Lane
The dock is the only current park physical
asset at the park. Adding a bench or picnic
table would be beneficial. Milfoil continues
to invade the beach front area and should be
controlled.
Indian Trail and Undeveloped NE 26th
Street Right-of-Way
The present trail is an asset that should be
maintained in its natural condition. Limited
plantings that will enhance the natural
appearance of the trail are encouraged to be
native and drought tolerant.

RECOMMENDATION OF THE MEDINA PLANNING COMMISSION
AMENDING THE PARKS AND OPEN SPACE ELEMENT OF THE
MEDINA COMPREHENSIVE PLAN TO CREATE A MEDINA PARK PLAN
WHEREAS, pursuant to the Growth Management Act (GMA), chapter 36.70A
RCW, the City of Medina is a “fully planning” city within King County; and
WHEREAS, the City Council has adopted the City of Medina Comprehensive
Plan, as amended by Ordinance No. 783, passed March 14, 2005; and
WHEREAS, the City desires to adopt a comprehensive “Park Plan” to support
comprehensive planning efforts of the City’s parks and trail systems; and
WHEREAS, the City Council approved development of a City “Park Plan” on the
Medina Parks and Recreation Board’s 2011 work program; and
WHEREAS, the Medina Parks and Recreation Board has developed a City “Park
Plan” to be fully integrated into Chapter 6, Parks and Open Space Element, of the City of
Medina Comprehensive Plan; and
WHEREAS, this is a City-initiated amendment to the City of Medina
Comprehensive Plan; and
WHEREAS, Comprehensive Plan amendments are processed pursuant to the
procedures set forth in Chapter 20.83 of the Medina Municipal Code (MMC); and
WHEREAS, pursuant to MMC 20.83.100, the Planning Commission shall hold a
hearing and consider each amendment and forward a written recommendation on each
amendment to the City Council; and
WHEREAS, the City has provided extensive public participation opportunities as
follows:
The Parks and Recreation Board conducted a tour of the City’s parks in July
2010 that was advertised to the public.
The City held two open houses on April 18, 2011, and March 19, 2012, that
were advertised to the public to seek community input on developing the park
plan.
The Parks and Recreation Board discussed development of the park plan
during meetings, which were advertised and open to the public, at their July
19 and October 18, 2010, meetings; and at their April 18, July 18, October 17
and November 21, 2011, meetings.
The Planning Commission received and discussed the draft park plan at their
April 24, 2012, regular meeting, which was advertised and open to the public.

The City provided a postcard notice for the April 18 open house sent to all
resident addresses within the City limits notifying residents of an opportunity
to comment on development of the park plan. Notices were also posted on
the City’s website and notice boards, and sent electronically by the City’s e-
gov delivery system to individuals who subscribed to receive such notices.
Notice of the public hearing was published in the newspaper of general

WHEREAS, in accordance with RCW 36.70A.106, a notice of intent was
transmitted to the Washington State Department of Commerce on April 20, 2012; and
WHEREAS, a State Environmental Policy Act (SEPA) threshold Determination of
Nonsignificance (DNS) for the proposal was issued on May 3, 2012, pursuant to WAC
197-11-340(2); and
WHEREAS, notice of the Planning Commission’s public hearing was published in
The Seattle Times on May 3, 2012, and posted in accordance with MMC 20.83.120; and
WHEREAS, the Planning Commission held a public hearing on May 22, 2012, to
receive testimony for and against the proposal; and
WHEREAS, at the conclusion of the planning commission’s public hearing, the
planning commission considered the proposal, public comments, and other available
information, and voted on a recommendation of the proposal; and
WHEREAS, the planning commission makes the following findings in support of
its recommendation:
A. The amendment to the comprehensive plan is consistent with the applicable
provisions of the Growth Management Act, state and federal law, and other
applicable provisions of the Medina Comprehensive Plan. The amendment
provides an inventory of parks and opens spaces and recreational
opportunities within the City boundaries and provides a 10-year “needs
analysis” utilizing nationally recognized standards for parks. Additionally, it
updates parks and open space goals and policies to reflect current
community values and it provides recommendations to help guide future
capital facilities park planning to ensure residents have quality parks and
recreational opportunities to enjoy.
B. The amendment serves the public interest by updating the parks and open
space element to reflect current community values for park facilities. It
protects the City’s public parks and recreational spaces and ensures future
improvements to the City’s parks do not result in the loss of public parks and
open space lands.
C. The Medina Parks and Recreational Board has provided adequate
opportunity for public participation in developing the updates to the Parks and
Planning Commission Recommendation 2 of 3
