MEMORANDUM
To: Medina City Council
From: Robert J. Grumbach, AICP
Date: February 10, 2014
Subject: City of Medina Shoreline Master Program Update - Supplement
The City received a communication from Ecology after the council packets were prepared
providing additional feedback on proposed alternatives to Ecology's conditional approval of
Medina's Shoreline Master Program. Ecology indicated concern under Items 35 — 39 (Shoreline
Vegetation Management) with the City's language to not require tree replacement for trees
under 6-inch DBH located within the shoreline setback. Their concern being that this could be
interpreted so that small trees, including groupings of small trees, did not contribute value for
shoreline ecological functions.
The City's proposal included general vegetation management requirements that also apply to
trees, but to avoid confusion and address Ecology's concerns in a clear manner, the City came
up with the following alternative, which Ecology has indicated is acceptable:
Add a definition to Section 20.60.213:
"Drip line tree" means the area directly located under the outer circumference of the tree
branches.
Amend Table 20.66.050(C) as follows:
